The Iraq Community Resilience Initiative – Ta’afi (ICRI-Ta’afi) is a United States Agency for International Development Office of Transition Initiatives (USAID/OTI) program implemented by Chemonics International in Iraq. ICRI-Ta’afi aims to increase stability in Iraq by supporting accelerated recovery in conflict-affected areas, improvement of the public’s perception of local leadership and strengthened the social fabric of Iraqi communities. 

Reporting The water resources engineer will report to the program engineer. 
 
Work Location and Location: Two vacancies one based in Hamdanya and the other one based in Mosul. 
 
Duties and Responsibilities: 
  • Perform water quality assurance plan for water project that include chemical, physical, and biological water quality monitoring or sampling to ensure compliance with water quality standards. 
  • Provide direct oversight of WASH components of the program’s water resources related projects. 
  • Identify and characterize specific causes or sources of water pollution and identify environmental concerns. 
  • Develop standardized water monitoring and assessment methods. 
  • Compile water resource data, using geographic information systems (GIS) or global position systems (GPS) software. 
  • Review or evaluate designs for water detention facilities, storm drains, flood control facilities, or other hydraulic structures. 
  • Capable of conducting studies of regional historical rainfalls, river flow rates, aquifers, and floods. 
  • Examine the efficiency of the station before and after the rehabilitation process. 
  • Review and approve technical documents provided by partners and communicating with local authorities, government departments and technical experts. 
  • Conduct/oversee the conduct of, investigations on matters such as water storage, wastewater discharge, pollutants, permits, or other compliance and regulatory issues. 
  • Review or evaluate designs for water detention facilities, storm drains, flood control facilities, or other hydraulic structures. 
  • Conduct field site visits to monitor projects throughout the program’s regional areas of operation. 
  • Prepare meeting notes and field inspection reports.  Ensure all necessary compliance documentation, including environmental monitoring and mitigation plans, are completed for each project. 
  • • Research and maintain project awareness of relevant Iraqi legal codes, including environmental, labor, and zoning laws. 
  • • Undertake other duties as assigned by supervisor. 
Qualifications 
  • A Bachelor’s degree in Water Resources Engineering required, advanced degree in engineering is prefer. 
  • Has at least 10 years’ experience in water plants and projects, and related technical fields. 
  • Experience training and mentoring community partners or non-technical staff on infrastructure project oversight preferred. 
  • Must be willing to travel around the region. 
  • Strong skills in using Microsoft Office (Word, Excel) required. 
  • Ability to work outdoors in various weather conditions for prolonged periods. 
  • Good verbal communication and writing skills required. 
  • Excellent interpersonal skills and the ability to manage diverse professional relationships is essential. 
  • Fluency in written and verbal Arabic and English is required; Written and verbal fluency in Kurdish and other local languages is a plus, but not required.

Duration and salary: 
  • The duration will be up to 5 days with 8 hours per day for Mosul 
  • 8 days with 8 hours per day for Baghdeda (Hamdaniya)
  • The duration may go beyond 2 months depending on the needs of the project. 
  • The salary is based on ICRI Ta’afi foreign national salary.
