NAME: VOCATIONAL TRAINING                      
TITLE: Consultancy 
DUTY STATION: Sekanyan village, Arafat, Muhafatha, Tappa, Almas, and Rahimawa.
 
WV Iraq is proposed intervention aims to build the resilience of individuals and communities through livelihood interventions to enable them to recover from humanitarian crises and prepare them to resist and overcome shocks by their means in Nineveh and Kirkuk Governorate. One of the approaches is through vocational training which is an economic empowerment and resilience building intervention aimed at helping build capacities and support individuals to become more productive, and access local employment. As a result, increase opportunities for beneficiaries to meet their basic needs, at the same time as helping to decrease social tensions.
Vocational training is a short-term, skills development opportunity to prepare youths and adults for low-skilled labor in a specific career or trade. It typically comes in the form of a hands-on learning process that helps to connect graduates or those who did not complete school, to the local market through redirection of skills that are needed to join labor markets. Vocational training can provide the opportunity for a career shift in case of acquiring new skills, or an additional set of skills that can help entrepreneurs and job seekers secure an alternative livelihood.
Vocational training focuses on practical application of learned skills learned rather than traditional academic education and skills, and therefore provides a link with private sector employers and creation of self-employment opportunities. Vocational training can help bridge the skills gap between formal education and the changing requirements of the local labor market.
Vocational training can take the shape of formal training in a classroom setting that is close to the industry standard, an apprenticeship/on-the-job training for a specified, short duration, or an opportunity to acquire the basic knowledge, then working under the supervision of relevant skilled labor. The advantage of practical, non-classroom based training is that private sector actors are involved in the capacity building of the workforce, which will ultimately serve the interests of both prospective employers and employees.

OBJECTIVES:
The assignment to be undertaken through consultancy services has three main deliverables.
  • Development of a market-oriented vocational training curricula 
  • Conduct comprehensive training on employable skills and knowledge for 80 beneficiaries 
  • Support in the identification of viable social enterprises that are suitable meet both economic empowerment and social cohesion outcomes for youth, women, and men. 

TIMELINE AND SCOPE OF WORK:
The duration of each vocational training course will need to be provided for the beneficiaries within a 1 to 3-month course maximum. As well the duration could be further or less based on discussion and consultation with WV
  • Provide training in the following specific vocational training areas below: - 
  • Training has to be delivered and completed in three months period 3.3 Raw materials, tools and equipment required for the training to be provided by the selected Vocational Training provider 
  • The trainees must be able to perform the maximum knowledge and expertise required to become a semi-skilled worker in the field of training they undertake.
  • The training program should ensure achievements of the objectives set using relevant delivery mechanism for each training course.
  • Feedback report from the participants on the training provided and their whole experience to be completed and shared with WV
  • A certified certificate to be issued after completing the course endorsed and recognized by an accredited by local government such as Ministry of Education or Ministry of Labor 
  • Submission of documentation report at the end of the program comprising the salient features of the training activity under this program, suggestions, and recommendations emerging from the participants, compilation and an analytical note of the evaluation sheet (pre-evaluation and post-evaluation) submitted by the participant
  • The training including but not limited to the below topics stated. In the list is the scope of work WV project has it as an option for the required vocational training from beneficiaries as well market needs assessment side. ( For training not listed in the list below and not added by the second party upon submitting the offer, WV (WV) in discussing with the contractor (Second party) will agree on the process on how to include the missing training into the list as per the need once the project activities start). 

In order, to achieve the above, the consultant or the consultancy organization shall prepare a detailed agenda of the vocational training, vocational training manual approved by MOLSA requirements and materials on the training topics listed below and submit to World Vision at least one week before the commencement of the training. The training topics should focus on the topics listed below:-

  • Electronic devices maintenance/repair
  • Carpentry 
  • Real Estate – Construction, painting, roof repairs, and Plumbing
  • Interior design 
  • Tailoring 
  • Administrative/office work – Front Office
  • Home economics and food processing
  • Beauty Course (Barber and Hairdressing)
  • Computer Packages & Repairs
  • Lifeskills
  • Photography
  • Language (English/Arabic)

KEY DELIVERABLES:
  • The consultant or consulting firm will need to agree with WV on the centers of the vocational locations where it suits best for the beneficiaries as well where it gives the best value and quality for the training course for the beneficiaries. (All Operation areas under this project is implemented in Kirkuk City and Al-Hamdaniya District).
  • The consultant or consulting firm will be responsible for all arrangements that include providing the trainer, curriculum, and venue of the training, training tools, raw materials, refreshment and logistics/transportation.
  • The consultant or consulting firm will start the training on the requested topics not later than 7 working days once WV has notified that the group is recruited for vocational/skills training. 
  • Training courses and the produced material should be available to be provided in English, Kurdish and Arabic based on the convenience of the group. 
  • The consultant or consulting firm should do the best of its ability to ensure that the complaints of beneficiaries are at minimum. The consulting firm will be responsible to resolve the case in consultation with WV.
  • Orientation  phase to be carried out with the participants before the training (e.g., participants could be asked to study materials, to prepare presentations on specific issues, or to answer small questionnaires which will help the trainers to further refine the content of the modules;
  • Follow-up materials and activities that will support groups to progress in learning in their context.
  • A feedback questionnaire to be filled in by the participants should be included for each training module;
  • Training in these modules will be expected to take into account pedagogical approaches in each participating country, i.e., the training should be contextualized to reflect local practices in this field;
  • Pre and test evaluation of the participants. 
  • Certificate of completing the specific course. 
A final comprehensive report in English should be delivered to the WV within 5 days from the end of the activities - The specific format of the final report will be developed jointly and agreed by the WV project team and the contractor’s expert team. The report should contain the following elements: 
  • A summary of the activities implemented, including detailed information on the timetable and list of participants in the training modules. 
  • An analysis of the process undertaken for the development of the capacity building program.
  • An analysis of the effectiveness of the different training modules in the different countries.
  • An analysis of participants’ views of the different topics. Openness/refusal of certain elements.
  • Second-party will provide quality pictures and/or video materials for each of the vocational training 
The facilitator must have a co-facilitator of the opposite gender to deliver this training taking into account the gender dynamics in each region. The training will be 4 hours per day.

Documents required: Contractor (second party) will need to provide a set of required documents for WV organization purposes 
  • The contractor (Second party) will need to provide an original copy of daily attendance sheets disaggregated by gender age and location for the beneficiaries attending the training course signed and stamped by the contractor for each month.
  • Original copy of invoices signed and stamped by the service provider company end or mid of each course for the payment transaction processes.
  • End of training reports.
  • Participants (Beneficiaries) inputs and feedback document by end of each course. (Signed and stamped by service company provider).
  • Company service provides (Second party) shall develop Memorandum of Understanding (MoUs) between the second party and with any private sector companies/institutions that they aim to work with for activities related to WV (WV). A copy of each MoU stamped and signed by the second party with WV (WV).
  • The contractor will propose an appropriate team, which will be in charge of developing and implementing the training modules, clearly describing roles, responsibilities and specific tasks of all team members proposed and providing their CVs, Certificates, etc...
  • Any other necessary documents as required. 

MONITORING/ASSESSMENT PROCESS:
  • The consultant or consulting firm will maintain regular communication with WV to ensure clarity on the progress of the service.
  • The contractor will conduct regular monitoring in the activity sites and will share their inputs of the monitoring with the WV which shall be adjusted to their application of activities.
  • The WV will conduct regular monitoring and assessments of the activities for the service providers and young participants

Target Beneficiaries
Teaching material
The contractor will need to provide a set of materials to assure the quality of the training. The set of materials for the Training will contain the following items: 
  • slides of presentations, 
  • tables and charts,
  • Forms and formats to implement analytical assignments, process the analyses findings, etc. 
  • questionnaires and instructions,
  • self-assessment tools,
  • statistics and data,
  • subject glossaries,
  • drafts of plans, 
  • a presentation structure
  • training feedback questionnaires, 
  • portfolio structure, evaluation sheets,
  • Evaluation sheets and check-lists for self-evaluation.

ELIGIBILITY AND QUALIFICATION REQUIREMENTS:
The major criteria to evaluate the firms competing for the assignment will include the following:
The trainer should have 
  • Must have MOLSA registration.
  • History or overall experience of the firm in the field of the assignment
  • 3 years of experience in training or education with vocational training expertise 
  • Appreciation of the assignment and the terms of reference.
  • Methodology to be used to execute the work/training.
  • Work organization and plan/schedule of the work/training.
  • Qualification and experience of the professionals who would be deployed to do the training (Good training delivering skills and very wide knowledge on the topics). 
  • Cost/value for money.
  • Good command of English and Arabic
  • Availability for the period outlined in the Lot description.
  • Trainer must be able to deliver training in either in Arabic fluently. 
  • Trainers must have a degree, diploma or equivalent in related field;
  • High level of computer literacy and familiarity with Microsoft Office.

Payment Plan
Payment plan will be negotiated at the contract stage with the preference given to the reimbursement scheme (The consultant or consulting firm will pay the costs occurred during the moth and WV will reimburse the costs at the end of the month) 

Tendering documents
The tenderer must provide in his offer:
  •  A document
clearly stating the identity, roles, activities, and responsibilities of subcontractor(s)
specifying the volume/proportion for each subcontractor
  • A letter of intent by each subcontractor stating its unambiguous undertaking to collaborate with the tenderer if he/she wins the contract and the extent of the resources that it will put at the tenderer’s disposal for the performance of the contract.
  • The contractor will need to provide a company profile that includes background about their company or institution and working experiences.
  • The contractor will need to share their company scope/volume of ability to cover several vocational training and delivery of self-employment toolkits, Duration of the course in the attached list on the last page of the tender document. (Mention how many topics/training your company can cover).
  • The contractor will need to mention in their list of vocational training that the cost per participant per course for each type of training.
  • The contractor can summarise the above in one document attaching the following (Company profile, type of vocational training they can provide with the cost for each one per participant, experiences working on apprenticeships opportunities – success stories).
  • The contractor who will apply for the tender should include as many details that can support the understanding of the WV. 
   
If the above-mentioned documents are not provided, the contracting authority shall assume that the tenderer does not intend subcontracting.

Financial Section
Tenderers must use the following standard format to present their financial proposal.

General comments on the financial proposal:
  • All prices must be quoted in USD. If necessary, please use the conversion rates published in the Official Journal of the European Communities on the day when the invitation to this tender was issued. The total price cannot exceed the maximum budget available for the assignment.
  • The assumptions stated below the table must be included in the tenderer’s financial proposal which must be undersigned for acceptance.
  • Prices must be quoted free of all duties and taxes.

IMPORTANT NOTE: 

At the end of the contract duration, the total amount due to be paid to the contractor of the total contract value shall be determined as follows:
  • For each of the activities carried out, according to the prices offered by the contractor, WV will pay the full amount.
  • In case an activity has not been started, WV will not pay the price quoted by the contractor for that specific activity.
  • In case of an activity where work has started but the contractor, through its fault, has failed to complete satisfactorily, WV will not pay the corresponding total amount quoted for that activity.
  • In case of an activity where work has started, but not completed due to reasons beyond the control of the contractor, WV will assess the state of advancement of the activity and pay a reduced part (%) of the amount quoted for that specific activity.
WV will base itself upon reports and datasets due, events are undertaken, missions and feedback to assess whether an activity has been completed, partially completed or not started at all.
 
OWNERSHIP OF THE DELIVERABLES
WV Iraq shall have full ownership of the report, research, working papers and other results of the 
Consultant’s work under this assignment.
The Consultant shall not publish nor otherwise use any portion of the report without the written 
authorization of WV Iraq.
The consultant shall waive any copyright to the work produced as a result of the contract.
 
CHILD PROTECTION POLICY:
Bidders will abide WV-Iraq Child Protection Policy. Copies of the Child protection policy and orientation will be provided to the contractor right before starting the work.
