Responsibilities
The technical professional is responsible for:

Supporting the international project staff in Erbil and the rest of the project team in
-
Baghdad with the implementation of the project;
-
Facilitating the communication with partners with partners in Ninewah;
-
Supporting the capacity building concept for Iraqi government employees in its concept development and implementation;
-
Supporting procurement and contracting processes throughout its whole cycle;
-
Coordinating interventions with other GIZ projects and other organisations.
Tasks
The technical project staff performs the following tasks:
Management and Coordination
The technical professional:
-
Elaborates training concepts for Iraqi government employees in the sectors of engineering, water and electricity;

Identifies training institutions in Iraq for capacity building for Iraqi government employees in the sectors of engineering, water and electricity;
-
Undertakes procurement and contracting processes;
-
Translate communication (English – Arabic) from e-mails, letters and during project meetings;
-
Prepares thematic background research on recent developments relevant to the project.
Communication and networking
The technical professional:
-
Is the project focal point for all public relation activities;
-
Coordinates project activities with other GIZ projects as well as with other actors such as the UN and NGOs;
-
Participates in relevant coordination meetings of the international community and maintain good working relationships.
Knowledge management
The technical professional:
-
documents processes and outcomes in a relevant format such as strategies, technical concepts, terms of reference, guidelines, manuals and procedures;
-
prepares appropriate input for various project reports, monitoring and evaluation activities;
-
ensures knowledge transfer within the project, with other GIZ projects as well as GIZ headquarter.
Other duties/additional tasks
The technical professional:

performs other duties and tasks at the request of management.
Required qualifications, competences and experience
Qualifications
-
University degree in business administration, social science, political science, project management, international studies or comparable studies
Professional experience
-
at least 5 years’ professional experience in relevant fields
-
Work for an international company or development organization is an advantage
-
Understanding of training and capacity building measures
-
Understanding of Iraqi government structures and international agencies active in Iraq are an asset
Other knowledge, additional competences
-
very good working knowledge of ITC technologies and computer applications (e.g. MS Office)
-
Fluent Arabic and English in speaking, reading and writing
-
Team player, proactive and responsible personality, solution oriented, innovative and flexible
-
willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
-
Committed to contribute to the improvement of the living conditions of Iraqis
