A.   Responsibilities
  • Planning and implementing activities (e.g., dialogues, workshops, trainings) of Qudra Module 5 in Kurdistan Region of Iraq in consultation with the Module Team Leader and Module 5 national coordinators in other partner countries
  • Preparing, organising and moderating EU Madad Lab workshops and other learning formats, including monitoring and evaluation, communication and visibility, and documentation of events
  • Advising participants of EU Madad Labs on mutual learning, collaboration and developing innovative small-scale prototype development projects
  • Managing research activities in Kurdistan Region of Iraq in cooperation with local universities and think tanks
  • Planning and managing visibility and communication activities of the Qudra programme in Kurdistan Region of Iraq
  • Preparing inputs for reports to the Module Team Leader, the Qudra Programme Director, GIZ and commission agencies eam leader and GIZ Head Office
  • Intensively cooperating with other Qudra Modules that are implemented in Kurdistan Region of Iraq, including liaison with other implementing partners
  • Strictly applying a “Do-no-harm” approach in implementing activities to avoid tension between host and refugee communities
 
B.   Tasks
  1. Facilitating dialogue and knowledge sharing
  • Builds up trustful relations among partners and stakeholders to collaborate on vital issues and core questions that are relevant for the programme
  • Establishes close cooperation with political partner structures (partner ministries) and other implementing and funding partners.
  • Ensures cooperation and dialogue with stakeholders and partners from government, non- governmental organisations and the private sector
 
         2.      Cooperation and Innovation
  • Develops and maintains a data-base on partners and stakeholders of Module 5 in Kurdistan Region of Iraq (including service providers and media makers)
  • Coordinates and updates all sections of the QUDRA online platform for Kurdistan Region of Iraq that are related to the achievements and activities
  • Compiles relevant information and results of the programme for the online platform and develops content in a professional manner
  • Ensures adequate communications and visibility activities, including contacts to media
     
         3.      Research and Learning
  • Updates the programme’s stakeholder engagement analysis and strategy
  • Identifies and defines core issues and vital research and workshop topics relevant for Module 5 activities together with team members of other Qudra Modules
  • Develops and introduces tools and methods that foster innovation and the joint development of new initiatives between stakeholders and partners of the programme in KRI, including through research and the EU Madad Labs
  • Establishes partnerships and cooperation between national and German universities that jointly develop research papers on selected topics, and ensures communications and visibility of research results
 
         4.      Other duties/additional tasks
  • Acting as Deputy to the Module Team Leader in times of absence
  • Performs other duties and tasks at the request of the Module Team Leader
C.   Required qualifications, competences and experience Qualifications
  • Master's degree in International Development, Political Sciences, Social Sciences or a related field. A graduate degree with substantive relevant experience could also be considered
 
Professional experience
  • Minimum of 5 years of experience in international development cooperation in the region
  • Experience in project management, stakeholder management and facilitation of workshops in Kurdistan Region of Iraq
  • Extensive experience in designing and implementing formats that foster innovation and learning
  • Extensive experience with working with refugee programmes in the region
  • Extensive working knowledge with the “do-no-harm” approach and conflict resolution in refugee programmes
  • Excellent interpersonal skills and ability to interact with partners, especially from the government
  • Ability to work in a multi-cultural team and across countries
 
Other knowledge, additional competences
  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Native in Kurdish, excellent knowledge of verbal and written English
  • Significant experience in monitoring and evaluation of projects
  • Knowledge of working in (post)-conflict or transitional environment,
  • Knowledge of GIZ procedures and instruments would be an asset
  • Ability to plan and organize workshops, conferences or other events that bring together numerous stakeholders, simultaneously and under pressure, including event management experiences
