STTA Landfill Methane Capture Expert

PROJECT BACKGROUND

The purpose of the Iraq Governance Performance and Accountability (IGPA) - Takamul project is to advance effective, accountable, and transparent governance in Iraq. This USAID effort, implemented by DAI, will work with the Government of Iraq (GOI) at all levels to better respond to citizen needs by supporting reform initiatives and Iraqi change agents on inclusive governance and public sector transparency, accountability, and economy. “Reform initiatives” includes support to improve service delivery functions, public financial management, and open government initiatives. IGPA/Takamul will support the GOI and the citizens of Iraq in forming partnerships and collaborative efforts to solve problems jointly. IGPA/Takamul has four (4) objectives:

1. Enhance GOI service delivery capacity
2. Improve public financial management
3. Strengthen monitoring and oversight of service delivery and public expenditure
4. Support Iraqi change agents to ensure sustainability of reform

Under the Climate Change Governance activity, Task Order 6, IGPA will support the Government of Iraq (GOI) as it seeks to increase its efforts at addressing climate change issues as part of its commitment to the UN Framework Convention on Climate Change (UNFCCC). 

The approach and activities of TO6 involve a mixture of mitigation and adaptation, and reflect IGPA’s experience and lessons learned while undertaking programming in the key service delivery sectors of water, solid waste, electricity, and agriculture. Additionally, TO6 will leverage the project’s productive relationships with Iraqi decision-makers and civil society to focus on strengthening governance – the provision of technical assistance to improve decision making, planning, resourcing and the creation of policy, regulatory and legislative frameworks that will support climate change action and build resilience of GOI institutions at all levels.

PURPOSE

The purpose of this task order is to provide technical assistance under the general scope of the overall contract through three tasks: a) Improving climate change governance in key sectors b) Supporting GOI in addressing climate changes, including engaging Iraqis and COP26 participation; c) Supporting provincial level climate change governance.

IGPA Task Order 6 must coordinate and complement activities closely with the Governments of Iraq, other USG- funded activities, and other donor-led initiatives designed to strengthen climate change adaptation in ways that leverage their investments to ensure burden sharing and build upon achievements and lessons learned from past climate change adaptation initiatives.

The purpose of this position is as follows: The Landfill Methane Capture Export will support a IGPA study that illustrates the options open to Iraqi municipalities and governorates to pilot methane capture systems for landfills.

CONSULTANT KEY TASKS AND DELIVERABLES

Under this Scope of Work, the Iraqi Landfill Methane Capture Expert will contribute to, but not be limited to, the specific tasks and deliverables specified below:

1: Advice and guidance on landfill methane management options

1.1 Work closely with the international Landfill Methane Capture Expert STTA to collect data on existing landfills in Iraq, including methane management practices at these, provide advice and guidance on jurisdictions, local Iraqi context and history of approaches to date, assess feasibility of methane collection, flaring, and/or energy recovery at Iraqi landfills, as well as identify opportunities, barriers and challenges to increased adoption of landfill methane capture.
1.2 Review past IGPA work on landfill rehabilitation and methane capture activities to determine relevant lessons learned and use these lessons in the activity implementation.
1.3 Evaluate and catalogue inexpensive and sustainable technologies that can be introduced to capture and flare methane or collect methane gas for energy recovery by jurisdictions/landfills identified for study , incorporating IGPA’s previous work as applicable.
1.4 Travel to meet with key Iraqi actors across Iraq to support site assessments and / or conduct interviews, especially those municipal actors who have not worked with IGPA
1.5 Provide final report on jurisdictions contacted (in person or virtual), describe current practices and barriers to methane capture, recommend sites for methane capture and energy use, propose inexpensive and sustainable technology options, develop a protocol that landfill operators can use to determine feasibility of landfill methane capture and energy recovery, and describe any enabling legal and policy factors contributing to or preventing success, detailing lessons learned with recommendations for incorporation into final deliverable.

2: Contribute to assessment of the greenhouse gas emissions reductions potential to feed into GOI’s targets for reducing emissions in coordination with other IGPA Task Order 6 activities.

2.1 In advance of the upcoming climate change conference in November 2026, coordinate with IGPA Task Order 6 activities related to supporting relevant GOI entities to inventory and report greenhouse gas (GHG) emissions using the Intergovernmental Panel on Climate Change (IPCC) GHG inventory guidance 1 and develop emission reduction scenarios for the waste sector based on increased adoption of methane capture and other mitigation options to avoid landfill methane emissions.
2.2 Identify institutional arrangements and activity data collection activities that could be used to improve monitoring, reporting, and verification of methane emissions and mitigation measures for the waste sector
2.3 Draft preliminary recommendations for how Iraqi monitoring, reporting and verification processes could be improved within the context of evaluating and communicating the GHG benefits of organic waste management and landfill methane capture, flaring and/or end use.

3: Support and Reporting

3.1 Monthly report of no more than two pages, noting the work undertaken in the previous month, work proposed for the next month, deliverables achieved, items awaiting approval by management and any special notes such as relating to safety, health and environment
3.2 Work with the international Landfill Methane Capture Expert STTA to provide specific recommendations as part of the final deliverable, a comparative study and recommendations paper for methane capture systems in the Iraq context
3.3 Package recommendations that IGPA could use to support IGPA’s engagement with the Ministry of Health and Environment in order to add language into the draft Solid Waste Management Law that addresses increased incorporation of methane capture approaches within landfill management across Iraq.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in engineering, environmental studies, policy development, environmental or solid waste management, or related field.
  • Minimum of 10 years of experience in organic waste and landfill management.
  • Experience on USAID environment sector-oriented projects is preferred but not required.
  • Demonstrated experience supporting projects on organic waste management, methane capture strategies, landfill management, greenhouse gas management.
  • Experience in Iraq or neighboring countries is preferred.
  • Native level English (speaking, reading and writing) required.
  • Excellent technical and report writing skills.
  • Ability and willingness to travel in Iraq.
