I. Introduction

The purpose of the Iraq Governance Performance and Accountability (IGPA/Takamul) project is to advance effective, accountable, and transparent governance in Iraq. This USAID effort, implemented by DAI, is working with the Government of Iraq (GOI) at all levels to better respond to citizen needs by supporting reform initiatives and Iraqi change agents on inclusive
governance and public-sector transparency, accountability, and economy. Reform initiatives includes support to improve service delivery functions, public financial management, and open government initiatives. IGPA/Takamul will support the GOI and the citizens of Iraq in forming partnerships and collaborative efforts to solve problems jointly. IGPA/Takamul has four (4) objectives:

1. Enhance GOI service delivery capacity
2. Improve public financial management
3. Strengthen monitoring and oversight of service delivery and public expenditure
4. Support Iraqi change agents (cross-cutting objective)

II. Background

The Federal Government of Iraq (GOI) Ministry of Electricity (MOE) manages the power production, transmission and distribution of electricity across the provinces, towns and industrial areas the Federal area of Iraq. As part of its mandate, the MOE manages public and private production with full responsibilities for the operations and maintenance of the transmission and distribution networks, energy losses, billing and revenue collection, and the planning of new infrastructure. Under Objective 1 - Service Delivery, the IGPA Project intends to work with GOI-MOE and other stakeholders in the electricity sector to improve service delivery through technical assistance initiatives which initially include potential activities as follows:

• Review technical specifications and make recommendations for standardization
• Enhance the technical capacity of MOE staff
• Facilitate technical advice for the implementation of smart meters in Federal Iraq

Under Objective 2 - Public Financial Management, the IGPA Project intends to work with GOI-MOE, MOP and other stakeholders in the electricity sector to meet requirements to access international financing and address the fiscal challenges in the Federal area of Iraq. General areas of support may include public financial management, local revenue generation, economic development, business enabling environment, and other economic reforms, while the following initiative has been identified as a possible specific area of support for the electricity sector in the Federal area of Iraq:

• Support GOI-MOE to implement cost recovery model for planning and budgeting

III. Objective
The role of the Electricity Support Engineer (ESE) under this scope of work (SOW) is to assist with developing a Technical Assistance (TA) package that will include initiatives aimed at improving the delivery of electricity services in the Federal area of Iraq, and to build the technical capacity of MOE staff to better perform their duties to enable the streamlined delivery of electricity services to the residents and electricity consumers. When the TA is approved and ready for implementation, the ESE will also be required to directly deliver capacity development activities where appropriate. This capacity building support is expected to be conducted through data gathering and analysis, on the job trainings or technical workshops, but may vary depending on specific needs. The ESE will similarly provide technical assistance by overseeing the implementation of activities by IGPA/Takamul vendors or other STTA’s to ensure that best practices are followed and deliverables submitted are of high quality.

The ESE will work closely with the international Electricity Management Consultant (EMC), the Service Delivery Coordinator and representatives from other IGPA Objectives (as appropriate) providing overall support for the electricity related activities that are being implemented by IGPA/Takamul.

The ESE will design a road map for the GOI-MOE on how to proceed with implementing improvements in the short / mid / long term, describe the different stages of implementing the Assistance Package. This road map will include both implementation strategies and a time line. The final road map for implementation will also require a section dedicated to lessons learned throughout the design and implementation of the Assistance Package.

IV. Specific Tasks of the Consultancy

The main responsibilities of the ESE, working under the direction of the Objective 1 Service Delivery Lead and the Electricity Management Consultant (EMC), will include, but not be limited to:

Task 1 - Assist in developing and initiating electricity activities for GOI-MOE

Task 2 - Participate in kick off meetings to help introduce new vendors or consultants to IGPA’s electricity work

Task 3 - Data collection, review, interpretation and management

Task 4 - Support activities under implementation by reviewing implementation plans, deliverables and supporting IGPA to troubleshoot any technical issues that arise.

Task 5 - Support an assessment of electricity service delivery in the Federal area of Iraq

Task 6 - Provide general assistance to the Electricity Management Consultant (EMC)

 

Specific Tasks
NOTE: The specific tasks below are illustrative only and will be adjusted on an ongoing basis to suit actual activity implementation status and workload needs across all electricity activities. The ESE will work closely with the international EMC and will be expected to be flexible with work tasks during implementation, Some activities may be completed internally using IGPA in-house resources and others using contracted vendors. The ESE will be required to be involved across either delivery mechanism. 

The ESE will be allocated responsibility for a number of electricity activities / tasks related to Objective 1 Service Delivery, working under the close direction of the EMC and Service Delivery Coordinator, but may also be required to work on activities under other IGPA Objectives as and when required.

The ESE will be responsible for implementing the Monitoring, Evaluation and Learning (MEL)
requirements1 of the IGPA Project.

The ESE’s responsibilities, under the direction of the EMC and Objective 1 Lead, shall include,
but not be limited to the following:

Task 1 - Assist in developing and initiating electricity activities for GOI-MOE

  • Provide local knowledge and expertise with regard to the preparation and implementation of the agreed IGPA assistance packages for the electricity component.
  • Meet with key stakeholders to stimulate interest in and solicit buy-in regarding proposedassistance packages, and help to prioritize activities for implementation.
  • Provide advice relating to implementation challenges and how these could be overcome.
  • Develop and enhance relationships within the MOE, its General Directorates and Directorates, and assist with the initial stakeholder engagement activities related to the specific activities to be addressed in the respective localities.
  • Provide advice and guidance on the local electricity management stakeholders, institutional environment, and status of existing electricity facilities and processes, as they relate to the proposed assistance packages.
  • Monitor activity progress against the implementation plan timeline, and provide inputs to the weekly report on a timely basis.

Task 2 - Participate in kick off meetings to help introduce new vendors or consultants to IGPA’s electricity work

  • Assist the EMC and work closely with IGPA/Takamul team in preparing requests for STTA’s and/or vendors to initiate the activities under the Work Plan by drafting scopes of work for the selected interventions.
  • Identify areas of the assistance package that can be completed using IGPA’s existing staff and resources.
  • Conduct market assessments of suppliers/vendors with the experience and capacity to carry out the identified technical assistance packages2
  • Participate in tender workshops for contract bidders and participants.
  • Assist with preparing the data required for monitoring internal activities, and for vendors for externally delivered activities.
  • Take the lead responsibility for contributing to the preparation of PPT presentations for all visits and workshops.
  • Take the lead responsibility for organizing all visits and workshops that may be required, including liaising with IGPA staff of other Objectives and the MEL team, to ensure that all the required approvals and paperwork are completed and submitted in a timely manner.
 
Task 3 - Data collection, review, interpretation and management
  • Identify, together with the EMC, and Service Delivery Coordinator, all relevant data needs.
  • Collaborate with the IGPA team, and external stakeholders, in reviewing the validity of the various data received / generated and assist in improving datasets where necessary. Work with vendors, where appropriate, to ensure data integrity.
  • Assist in interpreting datasets as they relate to the specific activities, and/or assist in reviewing the vendors’ interpretation of the data.
  • Contribute to / review (internal/external) the write-up of the data assessments, interpretations and modelling, as well as conclusions and recommendations for improvement associated with the various activities.

Task 4 - Support activities under implementation by reviewing implementation plans, deliverables and supporting IGPA to troubleshoot any technical issues that arise.

  • Work closely with the international EMC, and the Service Delivery Coordinator, to support the overall implementation of the respective assistance activities, whether being executed by an external vendor, STTA or in-house resources. The ESE shall provide technical assistance to vendors, STTAs and in-house resources as appropriate.
  • Work closely with the international EMC, and the Service Delivery Coordinator, and representatives from other IGPA Objectives to develop fully integrated implementation protocols regarding these electricity sector activities.
  • Contribute to the ongoing data collection, review and validation process, and any analysis of this data, including assisting with developing future projections as required.
  • Preparing or reviewing sections of reports and/or technical calculations, using spreadsheets or other formats provided, and monitor and report on the relevant vendor activity regarding on these items.
  • Take the lead responsibility for contributing to the preparation and subsequently collating all information and PPT presentation requirements for visits and workshops
  • Take the lead responsibility for organizing all visits and workshops that may be required, including liaising with IGPA staff of other Objectives, to ensure that all the required approvals and paperwork are completed and submitted in a timely manner.
  • Emphasis should be placed on firms based in Iraq, the United States, and the Middle East region.
  • Identify change agents to sustain programmatic interventions upon completion and also to serve as resources for the MOE institutions in case further assistance is required.
  • Contribute to/review costing models (internal/external) and the unit rate inputs utilized.
  • Monitor implementation progress of all vendors, review deliverables and progress claims throughout contract/project life.
Task 5 - Support an assessment of electricity service delivery in the Federal area of Iraq.
  • Work closely with the international EMC to undertake a strategic assessment of the current overall situation of electricity services in the Federal area of Iraq, including identifying any key gaps in the institutional capacity of the relevant entities responsible for the delivery of these services.
  • The assessment should be conducted through in-person meetings / interviews with MOE representatives and other sector stakeholders, as well as via a desktop review of available data and reports.
  • The strategic assessment should consider the electricity organizations, functional performance, IT systems / applications and data used in the MOE, and identify existing gaps to improve the process of electricity delivery
  • The assessment should include recommendations for technical assistance interventions to improve the delivery of electricity services to the citizens of Iraq. Recommendations should prioritize the proposed interventions and include expected outcomes.
Task 6 - General assistance to the Electricity Management Consultant
  • Support the preparation of a Final Report to include the road map for the GOI-MOE on how to proceed in the short / mid / long term plan, describe the different stages of implementing the Assistant Package, strategies and time line.
  • Prepare a final report. The final report must include a detailed description of the consultant’s work on each task, as well as a detailed lessons learned section that captures the successes and challenges of the activity. This section should identify best practices that can be shared and replicated across future activities, as well as an analysis describing implementation or planning challenges, with recommendations for overcoming these challenges in the future.
  • Report upon completion of each allocated activity of no more than ten pages, excluding attachments and photographs, summarizing the work undertaken by the activity and achievements.
 
 
 
 
VI. Required Qualifications
  • Bachelor’s degree in Electrical Engineering (heavy current) or equivalent
  • At least 5 years of experience in related technical area. Knowledge of power sector, in particular transmission and distribution and/or delivery of electricity services will be an advantage.
  • Strong analytical and research skills, including data analysis
  • Experience in project management preferable
  • Ability to conduct classroom training & on-the-job capacity building
  • Excellent writing, reading and verbal communication skills essential
  • English and Arabic required, Kurdish will be an advantage
  • ability to prepare analysis reports
  • facilitation skills with persuasion abilities
  • Computer skills: proficient in the use of MS Office applications
VII. General Statement
 
The consultant work will be conducted primarily in the IGPA project office in Baghdad with the possibility of traveling to provinces. Under this SoW, IGPA/Takamul project will be responsible to cover all other indirect implementation costs including Air and ground transportation, lodging, per-diem, and phone communications. The STTA is required to review and agree to the MEL requirements which will be shared by HR upon selection of the STTA.
