PROJECT BACKGROUND

The purpose of the Iraq Governance Performance and Accountability (IGPA) - Takamul project is to advance effective, accountable, and transparent governance in Iraq. This USAID effort, implemented by DAI, will work with the Government of Iraq (GOI) at all levels to better respond to citizen needs by supporting reform initiatives and Iraqi change agents on inclusive governance and public sector transparency, accountability, and economy. “Reform initiatives” includes support to improve service delivery functions, public financial management, and open government initiatives. IGPA/Takamul will support the GOI and the citizens of Iraq in forming partnerships and collaborative efforts to solve problems jointly. IGPA/Takamul has four (4) objectives:

1. Enhance GOI service delivery capacity
2. Improve public financial management
3. Strengthen monitoring and oversight of service delivery and public expenditure
4. Support Iraqi change agents to ensure sustainability of reform

Under the Climate Change Governance activity, Task Order 6, IGPA will support the Government of Iraq (GOI) as it seeks to increase its efforts at addressing climate change issues as part of its commitment to the UN Framework Convention on Climate Change (UNFCCC).

The approach and activities of TO6 involve a mixture of mitigation and adaptation, and reflect IGPA’s experience and lessons learned while undertaking programming in the key service delivery sectors of water, solid waste, electricity, and agriculture. Additionally, TO6 will leverage the project’s productive relationships with Iraqi decision-makers and civil society to focus on strengthening governance – the provision of technical assistance to improve decision making, planning, resourcing and the creation of policy, regulatory and legislative frameworks that will support climate change action and build resilience of GOI institutions at all levels.

PURPOSE

The purpose of this task order is to provide technical assistance under the general scope of the overall contract through three tasks: a) Improving climate change governance in key sectors b) Supporting GOI in addressing climate changes, including engaging Iraqis and COP26 participation; c) Supporting provincial level climate change governance.

IGPA Task Order 6 must coordinate and complement activities closely with the Governments of Iraq, other USG- funded activities, and other donor-led initiatives designed to strengthen climate change adaptation in ways that leverage their investments to ensure burden sharing and build upon achievements and lessons learned from past climate change adaptation initiatives.

The purpose of this position is to provide technical assistance in the design of a public awareness campaign using community engagement and traditional and social media that highlights the upcoming participation of Iraq in COP26 in light of the anticipated international media focus on the event and efforts to position Iraq as an active actor internationally in climate change mitigation and adaptation.

CONSULTANT KEY TASKS AND DELIVERABLES:

Under this Scope of Work, the Community Engagement Expert will contribute to, but not be limited to, the specific tasks and deliverables specified below:

1: Initial consultations with key GOI entities and UNDP

1.1 Consult with MOHE, MOA, MOWR, other participating GOI ministries, UNDP, and other relevant donor agencies to understand the thematic presentations to be used during events leading up to and including COP26, particularly in the sectors of water and agriculture.

1.2 Consulting with GOI and other relevant stakeholders, assess how to utilize factsheets, and other communications products and materials to craft public awareness campaign in communities and schools.

1.3 Develop brief (no longer than 2 pages) status report of key messages and themes GOI entities are highlighting for the COP26 and how IGPA support certain measures.

1.4 Prepare PowerPoint presentations and briefing papers for use by Iraqi negotiators prior to and during COP 26 describing results and/ or expected outcomes of the activities supported by IGPA TO6. These presentations and briefings should take into account other GOI plans and policies under development, such as Iraq’s Nationally Determined Contribution which is being developed with support from UNDP 1

1.5 Ensure coordination with IGPA TO6 Climate Communications STTA activities at all stages of the scope of work.

2: Identify network of key traditional and social media influencers

2.1 From IGPA network of civil society groups, social accountability groups and technical working groups, identify points of contact, showing geographic, ethnic, gender representation as appropriate

2.2 Create stakeholder group along with IGPA TO6 Climate Communications to pull advice and appropriate strategy for different geographic, socio-economic messaging across gender, age, type of community.

2.3 Develop training of trainers or similar guidance to help CSOs, technical working groups, and others at the subnational level help spread the awareness campaign given climate change is a new topic to many in Iraq

2.4 Identify types of media to be utilized for different elements of public awareness campaign (Facebook page, newspaper op-eds, tool kits for teachers and students, etc.) and link messaging content appropriate to each type.

3: Develop and initiate first stage of public awareness campaigns (in communities and in schools)

3.1 Develop a plan for Iraq/COP 26 national public awareness campaign and identify monthly objectives, activities, and targets for the months leading up to COP26 in November.

3.2 Develop Iraq/COP 26 tools and messaging appropriate for school age children (elementary, middle, and high school) that expands on existing outreach modules and focuses on the COP26, its purpose, and its outcomes.

3.3 Incorporate community behavior change strategies into climate change awareness messaging focusing on COP26. Awareness will focus on the reduction of home energy use, proper disposal of home waste, water conservation, greening of community spaces, and other themes identified with the Climate Communications STTA.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in communications or related field.
  • Minimum of 5 years of experience in community engagement, marketing, advertising, public campaigns
  • Experience on USAID environment sector-oriented projects is preferred but not required.
  • Demonstrated experience supporting projects on public awareness campaigns, linking messaging to behavior change, methods of measurement to indicate awareness campaign metrics, advertising, social organizing, and experience with awareness campaigns on social media.
  • Experience in Iraq or neighboring countries is preferred.
  • Native level English (speaking, reading and writing) required.
  • Excellent technical and report writing skills.
  • Ability and willingness to travel in Iraq.
