Background
The Iraq Community Resilience Initiative (ICRI) Ta’afi Program is a United States Agency for International Development Office of Transition Initiatives (USAID/OTI) program implemented by Chemonics Iraq, LLC. ICRI implements activities to address community identified recovery priorities and strengthen the Iraqi social fabric in support of improving stabilization in Iraq.

Purpose
The Engineer will be primarily responsible for assisting with design, implementation plan development, vendor evaluation and project monitoring for a number of projects including light infrastructure and construction at public parks, sports centers, markets, roads, public buildings, and other locations in and around Mosul, Western Anbar, and Sinjar. The Engineer will work under the supervision of the Ta’afi Senior Engineer to ensure the soundness of design, monitor and supervise construction progress. Specifically, the Engineer will support activity development and implementation by reviewing construction specifications and plans, writing technical scopes of work, reviewing proposals, providing input and oversight of construction subcontracts, conduct site visits and equipment inspections, and
ensure overall quality and adherence to standards of construction projects.

Reporting
The Engineer reports to Program Senior Engineer or Program Engineer.
Number of Positions and Locations: 6 positions (2 in Mosul, 2 in Sinjar, 1 in Baghdad, 1 in Anbar)

Duties and Responsibilities:
  •  Provide direct oversight of infrastructure components of the program’s construction projects.
  •  Prepare cost estimates, schedules, and technical scopes of work for proposed construction projects.
  •  Review proposals for construction projects and make technical recommendations for award.
  •  Verify that construction subcontractors obtain and maintain all required permits.
  •  Ensure construction subcontractors adhere to established work plans and submit  deliverables on time and in accordance with technical requirements.
  •  Conduct field site visits to monitor construction projects throughout the program’s regional areas of operation.
  •  Prepare meeting notes and field inspection reports.
  •  Ensure all necessary compliance documentation, including environmental monitoring and mitigation plans, are completed for each construction project.
  •  Assist with conducting market research on price reasonability for construction materials and services.
  •  Research and maintain project awareness of relevant Iraqi legal codes, including environmental, labor, and zoning laws.
  •  Coordinate with the company’s Contracts Department to ensure that infrastructure and rehabilitation activities conform to both local and corporate engineering protocols and standards.
  •  Participate in meetings with grantees and partners, as required.
  •  Other related engineering and construction management activities, as assigned.
  •  Undertake other duties as assigned by supervisor.

Qualifications:
  •  A Bachelor’s degree in civil Engineering required, advanced degree inengineering is prefer.
  •  At least two years of construction management with increasing responsibility required, in addition to experience working with international donor programs, and knowledge in rehabilitation projects.
  •  Good experience in building, roads, concrete, test work, etc. of the civil works.
  •  Experience training and mentoring community partners or non-technical staff on infrastructure project oversight preferred.
  •  Must be willing to travel around the region.
  •  Strong skills in using Microsoft Office (Word, Excel) required, and Auto Cad prefeed.
  •  Ability to work outdoors in various weather conditions for prolonged periods.
  •  Good verbal communication and writing skills required.
  •  Excellent interpersonal skills and the ability to manage diverse professional relationships is essential.
  •  Fluency in written and verbal Arabic and English is required; Written and verbal fluency in Kurdish, and other local languages is a plus, but not required.

Duration and salary:
The duration will be 4-6 months, with 3-4 days of work per week. The duration may
go beyond 6 months depending on the needs of the project.
