Chemonics International seeks applications from qualified candidates for the position of Senior Technical Advisory Team Manager. This position will be based in Baghdad, Iraq. S/he will directly supervise a Technical Advisory Team comprised of Conflict Mitigation and Economic Growth experts.

Responsibilities include:

  • Responsible for supervision of and overall performance of the Technical Advisors and their direct reports.

  • Coordinating with the Grants Manager, Knowledge and Outreach Manager, and Operations Director, lead technical advisors in providing input to task order design, activity design, activity implementation, and activity monitoring and reporting to assure all activities are conflict sensitive, inclusive, and contribute to the respective project objectives.

  • Ensure activities across task orders are designed and implemented in a consistent and complementary way from a technical perspective.

  • Contribute to, and as appropriate lead, periodic technical assessments and research products.

  • Contributes to, working with the entire team, appropriate implementation of program strategy

  • In collaboration with local staff in-country, identifies program opportunities and potential local partners, including conducting community assessments, supporting Community Dialogue processes, identifying various leaderships in any given community, and assuring appropriate integration of technical work into activity planning and implementation.

  • Works collaboratively with Knowledge and Outreach Manager to assure smooth integration of technical finding, knowledge, and assessments into overall project knowledge management and reporting.

    Qualifications:

  • A Bachelor’s degree in a relevant field or commensurate experience.

  • At least five years of experience in conflict or post-conflict settings with a donor, contractor or international NGO conducting assessments, research, program design/management, and or context analysis to practically inform program decision making.

  • Demonstrated experience in conflict analysis, program design in conflict affected/high risk environments, management of relationships with community leaderships, challenges to economic development, and/or best practices to including and empowering populations likely to be marginalized such as women, youth, the disabled, and IDPs.

  • At least three years of supervisory experience, preferably with culturally and geographically diverse staff, including remote management experience

  • Experience working in developing countries is required, preferably complex, high-speed and challenging field operations, including operations where conflict and security considerations are a concern. 

  • Experience working in Iraq or other Middle Eastern countries undergoing transition highly desired

  • Ability to cope with and function effectively in high stress and fluid environments

  • Fluency in Arabic and English
