Senior Project Officer

Under direct supervision of the Programme Manager/Country Representative for Iraq, the SPO is responsible for monitoring planning and implementation as well as partner management of the Jobs and Perspective program in Iraq.  We are looking for someone who is flexible, self-starter, and somebody who enjoys building up things.  S/he will also facilitate regular reporting activities, both internal and to donors, with collecting and compiling reports for the Programme Manager’s review. S/he will supervise, in the absence of the Programme Manager/Country Representative, the Project Officers and volunteers.
 

Main Tasks and Responsibilities:

  • The responsibilities and tasks include, but are not limited to:

  • Leading partner selection, due diligence, contract signature, report submission and project closure processes for J&P Project in Erbil and Mosul;

  • Maintaining good relationships with partners;

  • Organizing project kick-off meetings with the partners; 

  • Following the preparatory work for the planning and implementation of the partners’ activities;

  • Supporting the partners for the update and forecast of project budgets, target and activities 

  • Ensuring that the partners conduct the activities in line with their activity plans;

  • Ensuring that partners’ budgets are used according to the proposed financial plan;

  • Compiling and submitting J&P progress reports to PM;

  • Collection of recent reports, analysis and assessments related to quality education and labour market in Iraq;  

  • Working closely with other SPARK departments (such as regional HES team, MEAL and Finance, Logistics, etc.) to ensure the timely implementation of the project within the limitations of the project budget;

  • Sharing the activity plans particularly the events with the Regional Comms team and ensuring that SPARK and back donors are visible;

  • Ensuring that all project documentation (paper and electronic) is up to date and stored in an effective and confidential way.
     

Requirements and Skills

  • BA or MA in social science degree in a relevant discipline related to international development, with a preference for candidates with some formal training in education;

  • Substantial professional experience (at least 3 years) related to education and economic development in developing countries, working with multilateral, bilateral or non-governmental development organisations;

  • Experience of working with affected populations, especially refugees and displaced populations;

  • Demonstrated ability to work effectively in politicized and multi-cultural settings with a wide variety of stakeholders;

  • Excellent interpersonal, communication, networking and representation skills;

  • Ability to present complex information in a succinct and compelling manner, and to use innovative forms of communication

  • Flexible, self-starter, someone who enjoys building up things

  • Fluency in written and spoken English and Arabic (Kurdish highly desirable)

  • Ability and willingness to travel domestically and internationally

  • Iraqi nationality only.
