Under direct supervision of the Country Manager (CM) and in close coordination with the Programme Manager (PM) and a local team, you are responsible for the implementation of the different components of the programme and ensuring that programme is implemented according to the workplan and donor requirements. As Senior Project Officer you are also responsible for regular reporting on activities and coordinating activities with implementing partners. As Senior Project Officer you will also provide support to the establishment of SPARK’s office in Mosul as well as the coordination between the teams in Mosul and Erbil working on the same programme. 
 
Main Tasks and Responsibilities:
The responsibilities and tasks include, but are not limited to:
  • Leading partner selection and due diligence;
  • Establishing and maintaining strong partner relations;
  • Coordination of implementation with partners, to ensure activities are implemented timely and within budget, in accordance with activity plans and donor requirements; 
  • Preparing and submitting progress reports to the PM;
  • Coordinate closely between different departments (finance, M&E, Communications and the project team in Erbil) to ensure timely and quality implementation of activities;
  • Supervise volunteers for the selection and placement of scholarship recipients at partner universities; 
  • Participate in coordination meetings as assigned by the PM;
  • Ensuring that all project documentation (paper and electronic) is up to date and stored in an effective and confidential way.
Requirements and Skills
  • BA or Master degree in a field relevant to the position; 
  • Minimum of 3-5 years relevant experience working on economic development, SME development and job creation in developing countries working with multilateral, bilateral or non-governmental development organisations, a combination with relevant experience working in the private sector is desirable;
  • Thorough knowledge of economic and political context in Mosul;
  • Experience working with affected populations, especially refugees and displaced populations, particularly on job creation and entrepreneurship;
  • Demonstrated ability to work effectively in politicized and multi-cultural settings with a wide variety of stakeholders;
  • Ability to work independently;
  • Prior experience working on EU funded projects is desirable;
  • Strong writing and reporting skills;
  • Excellent interpersonal, communication, networking and representation skills;
  • Flexible, self-starter, someone who enjoys building up things;
  • Fluency in written and spoken English and Arabic (Kurdish is an asset);
  • Ability and willingness to travel domestically and internationally;
  • Iraqi nationality only.
