In partnership with the US Bureau of Population, Refugees, and Migration, the Near East Foundation Building Resilient Livelihoods project builds resilience and supports economic well-being for IDP, returnee, and host community women and youth in Salah Al-Din and Diyala.
For over 100 years, NEF has worked to build more sustainable, prosperous, and inclusive communities in the Middle East and Africa through education, governance, and economic development initiatives. NEF’s work is organized around three program areas: Peacebuilding through Economic Cooperation, Inclusive Economic Development, and Sustainable Agriculture and Natural Resources Management.

Position Description
The Senior Monitoring and Evaluation Officer is a member of the Near East Foundation team for Iraq, reporting to the Program Director The purpose of the Senior Monitoring and Evaluation Officer position is to coordinate and ensure the successful implementation of projects’ M&E plans.
Under the supervision of the Program Director and in coordination with the MEAL Manager, the Senior M&E Officer will manage and report on the implementation of the Project’s M&E plan; operationalize all the NEF M&E tools (AKVO software and smartphones, NEF Database, etc.). The Senior M&E Officer will train, support and supervise the data management officer/volunteer, other volunteers and field agents implementing vulnerability assessments, baselines, follow-up and end-line surveys (with AKVO tools), and collecting project’s activity data. The Senior M&E Officer will design and supervise INA and focus groups in close collaboration with other team members as required and will review and ensure the quality and accuracy of the data collected and stored (data cleaning and entry). S/he will treat and analyze the data to be monthly reported on the project’s performance indicators; review and contribute to the finalization of the project’s quarterly, annual and final reports; participate in the country coordination monthly calls organized by the HQ-based Program Officers, and report progress monthly to the Project Manager. The M&E Officer will facilitate the statistical analysis (using SPSS or equivalent tool) for project’s impact assessments under the coordination of the MEL Manager; facilitate the processes for the project’s mid-term and/or final evaluations under the coordination of the MEL Manager. Finally, the Senior M&E Officer will contribute to the project’s Learning activities under the coordination of the MEL Manager and perform other duties as assigned. 

Qualifications and Requirements:
The successful Monitoring and Evaluation Officer must be a self-directed individual with the following qualifications: 
  • Bachelor of Arts, Science, Social Sciences, Economics, Agriculture, Food Security, or related field;
  • 5 years of M&E experience in community-based projects, humanitarian work, or related field;
  • Demonstrated experience and capacity in conducting data collection and experience in data analysis;
  • Previous experience in drafting reports or contributing to reports;
  • Strong ability to work independently, organize work, meet deadlines, maintain composure;
  • Prioritize work under pressure, coordinate multiple tasks and maintain attention to detail;
  • Excellent interpersonal and problem-solving skills, creativity and flexibility;
  • INGO experience preferred, or experience interacting with vulnerable populations;
  • Fluency in English and Arabic required.
