We are looking for a a qualified and competent HSE Engineer to prepare and ensure effective implementation in respect of adherence and HSE and safety policy and procedural requirements. You will be responsible to ensure project's designs on inherent technical safety criteria, HSE principles and aligned with approved Corporate Codes of Practice and Company technical safety engineering standards.
To be successful, you should demonstrate experience in a similar role, ideally with similar responsibilities, coupled with exemplary knowledge of HSE legislative and compliance requirements.
Responsibilities 
  • Ensure that project design incorporates and implements current Company, International, and local  standards, HSE Guidelines & Safety Regulations.
  • Ensure all safety activities, duties and responsibilities are incorporated in project HSE planning and that no conflicts arise which could prevent implantation of their Safety and / or HSE programs.
  • Ensure project's Environmental Management Systems & performance are in compliance with HSE Impact Assessment (HSEIA & EIA) Codes, HSEIA Guidelines, Project specific HSEIA Report recommendations.
  • Monitor the projects Safety/HSE target schedules to ensure that they are being achieved effectively and efficiently in accordance with Corporate, Company & Project requirements.
  • Ensure the project specific HSE Philosophy, HSE Plan (to include a safety program schedule), and Fire Protection Philosophy are developed and delivered in accordance with Codes, Guidelines, and International Standards and project design specifications.
  • Ensure project HSE Deliverables are provided in accordance with the requirements (Appraisal / Select / FEED / Execute phase).
  • Ensure that the project's Contractor produced Construction HSE Plan (to include a safety program schedule) is developed and delivered in accordance with Codes, Guidelines, and International Standards and project design specifications. 
  • Ensure that the projects Safety/HSE contract Document Review Cycle adhered to company Divisions. Where they have a consultation process input.
  • Plan, direct, and control the development of the divisional specific HSE programs, procedures and training plans in line with corporate guidelines to enhance leadership at site and ensure availability of skilled and competent staff during emergencies.
  • Initializes HSE Systems to meet Regulatory Requirements in respect of the project in respect of Weekly construction accident statistics and man-hours, Monthly safety returns, Near Miss Incidents (NMI), follow-up Reporting, Accident & HIPO NMI Reports and Management & close-out of Behavioral Safety Audits (BSA).
  • Ensure that the project's HSE Construction safety dossiers, are developed and managed effectively, ultimately becoming part of each project’s safety case.
  • Make regular visits well site for meetings/inspections and to make sure all HSE expectations and HSE culture are implemented in all the operations.
  • Participate in relevant local industry forums.
  • Provide support to the Emergency Response Team (ERT) in the event of an incident.
  • Review and comment on the Cost Benefit Analysis performed by the Contractor to evaluate risk reduction measures arising from formal safety studies and reviews e.g., HAZID, HAZOP, SIL, Model Reviews, PHSSER etc., particularly when the recommendations have a significant cost impact.
  • Prepare HSE aspects of procurement of equipment and services including preparation of requisitions, technical bid evaluation, vendor data review, scope development and management, problem solving.
  • Maintain and updates HSE budgets & schedule register of HSE Budget Management, Maintain schedule / list of PPE Stock and their maintenance,
  • Guides, direct and supervise subordinates to ensure they work to their best potential and contribute effectively as a team. 
  • Work in line with HSE Policy and ensure awareness and compliance of HSE rules and regulations by subordinates.
  • Provide technical support and give work direction to less experienced people. Openly share knowledge.
  • Ensure each employee has received the necessary and most appropriate training and training records are maintained.
  • Preparing periodic and special reports, attending daily coordination meetings of the division.
  • Assess and implement available technologies and services to improve HSE performance.
  • To ensure that HSE operation procedures and method statements are in compliance with Company HSE for safe operation of the field. In particular, Safe System of Work procedure, Task Risk Assessment, HSE Reporting and actions tracking, HSE audit and inspection procedures, etc.
  • Implement relevant policies, procedures and systems to ensure effective management of HSE activities and to ensure that HSE Policy and Strategic Objective commitments are embedded into the Operations business line.
  • Develop and ensure that all the operations related HSE Policy and strategic objectives are developed, signed off and reviewed periodically. 
  • Create List of required HSE policies & Procedures, create list of HSE services to be contracted out, Create execution plan to address HSE resources, review of HSE Manual, practices & procedures and HSE support contracts to be audited.
  • Ensure effective communication of HSE documentation across the organization, including all internal and external stakeholders.
  • Stimulate subordinates and contribute to the identification of opportunities for continuous improvement of Operation Division systems, processes and practices considering international best practice', improvement of business processes, cost reduction and productivity improvement.
  • Ensure that Operation complies with all relevant safety, quality and environmental management policies, procedures and controls across all operations and support function and all projects, to guarantee employee safety, legislative compliance, delivery of high-quality products/service and a responsible environmental attitude.
  • Ensure that all in-country safety, regulatory and environmental guidelines are followed.
  • Travel is necessary to visit sites and staying on the project for a designated duration.  
  • Working hours are typically standard office hours, but strict deadlines mean longer hours, weekends and being on-call are all possible and expected.

Skills and Requirements
  • Bachelor’s degree in any Engineering discipline or equivalent.
  • Postgraduate degree in Safety and/or Chartered Engineer Status is preferred.
  • A Degree in Occupational HSE/Process Safety/ Risk Management from an accredited university/institution.
  • 8 - 10 years in HSE management and technical safety engineering experience in the Oil & Gas industry, specializing in major projects safety design & loss prevention development. Conversant with Local, National & International HSE Regulations, Codes & Standards. Computer Knowledge is an advantage.
  • Proven experience in camp construction projects or residential complexes (200 men and more)
  • Extensive experience in Technical Safety Engineering. Held supervisory position and hold track record to train and mentor junior engineers.
  • Shall be fully familiar with safety case regulations and applying the ALARP principles.
  • Developing ALARP demonstrations for Process Safety risks and preparing HSE Cases.
  • Knowledgeable of Fire Protection standards and guidelines.
  • Facilitating hazard workshops for Process Safety hazards. These may include HAZID, HAZOP, SIL classification, Bow-Ties, ALARP, SIMOP’s, and Facility Layout and Sitting.
  • Proven track record in the preparation of technical documentation to a very high standard, especially Safety Cases, HEMP reports and HSE MS documentation.
  • Experienced in major plant start-ups.
  • Experienced in conducting and managing risk management processes and HSE assessment.
  • Ability to work within a diverse cultural environment. 
  • Demonstrated interpersonal/teambuilding skills.
  • Self-starter with ability to drive accomplishments.
  • Project experience in Construction & Maintenance.
  • Ability to work as a team member as well as lead role.
  • Proficiency with Microsoft Office. 
  • Proficient in Primavera. 
  • Fluent in English.
