JOB PURPOSE
The Security Officer shall monitor the security situation in Iraq, conduct risk assessment, authorize field visits, assist in track staff movements, participate in enforcing security and safety procedures, and provide sound and timely advice to HA staff and management on safety and security matters. The Security Officer is committed to implementing and maintaining the highest standards of security and contingency planning in order to ensure the safety of all HA staff and HA’s programming. In addition, to maintain contacts with local and national authorities, compiling risk analysis, incident reports, routine security reports, district profiles and other research documents.
DUTIES AND RESPONSIBILITIES:
1-Ensure the implementation of safety and security policies and standard operating procedures (SOPs).
2-Reviewing and updating of HA’s Security Folder.
3-Monitor staff field movements and advise on field visits.
4-First point of contact for field staff on safety and security concerns.
5-Maintain an accurate record of HA international staff and visitors in Iraq
6-Responsible for delivering security briefing as part of the induction process for new staff and visitors.
7-Monitor national, social, and political and security issues and inform senior staff of issues that affect, or may affect, HA Programs; assist the Head of Programmes in order to evaluate current and future programming based on current local security situation and adjust where needed.
8-Risk assessment and analysis.
9-Liaise with other humanitarian and emergency actors on safety and security matters.
10-Training on security and safety procedures, security awareness, first aid and fire safety for staff.
11-Management of security and safety incidents provide timely and accurate incident reports and analysis.
12-Track safety-related incidents and developments.
13-Maintenance and execution of hibernation/evacuation plans to include all facilitation and coordination with relevant personnel.
14-Create weekly security report and situation report as required.

PERSON SPECIFICATION (Education, Experience, Skills. Abilities)
Minimum Requirements:
1-Relevant university degree.
2-Minimum 2 years of Security experience with INGO.
3-Computer literate and competent with Microsoft office and other data management systems
4-Excellent Communication skills in English, Arabic and Kurdish.
5-Flexibility and ability to work under pressure, manage time and prioritise work to deadlines.
6-Can work independently, i.e. with minimal supervision.
7-Well-developed organisational and planning skills.
8-Punctuality and respect for rules and procedures.
9-Must be able to maintain highest level of confidentiality regarding work-related information and data.
 
DUTY STATION:
The position will be based in Erbil, 50% in the office and 50% in the field.
