The Iraq Community Resilience Initiative – Ta’afi (ICRI-Ta’afi) is a United States Agency for International Development Office of Transition Initiatives (USAID/OTI) program implemented by Chemonics International in Iraq. ICRI-Ta’afi aims to increase stability in Iraq by supporting accelerated recovery in conflict-affected areas, improvement of the public’s perception of local leadership, and strengthened social fabric of Iraqi communities. 
Reporting
The Security Officer (SO) will report to the Program Security Risk Manager
Work Location and Number of Vacancies:
The position is based in Erbil-Iraq. (1) vacancy.
Responsibilities: 
  • Will act as the primary security focal point for national staff.
  • Will monitor the security and political situation and collect relevant security incidents and developments for ICRI – Ta’afi’s area of operation and area of interest in the Kurdistan Region of Iraq as well as Ninewa and Anbar.
  • Will contribute to the development and updating of the Safety and Security Plan, Emergency Management Plan, and other relevant security documents.
  • Will assist the Program Security and Risk Manager (PSRM) in the operationalization of the Emergency Management Plan (EMP); in particular prepare the necessary systems and equipment (communication equipment, vehicles, stocks etc.).
  • Will organize security & safety briefings for all newly recruited national staff joining the mission in Erbil. 
  • Will assist in the practical organization of any relocation or evacuation. 
  • Will feed into relevant reports (flash, weekly, incident).
  • Will act as liaison with national security and intelligence actors or other governmental actors and institutions as necessary.
  • Will establish and uphold a communication network with relevant security actors in Chemonics’ area of operation.
  • Will assist in necessary security training for staff.
  • Will assist in immediate incident-management following an incident involving ICRI – Ta’afi staff within the area of responsibility. Together with the PSRM, the position holder will be the incident focal point and coordinate the necessary measures to be taken (in accordance to the SOPs and EMP procedures).
Qualifications:
  • Bachelor’s degree in a relevant field required.
  • A minimum of two years of demonstrated experience in managing security and risk management. Experience with donor-funded organizations preferred.
  • Strong analytical and organizational skills, preferably with respect to security and political analysis.
  • Demonstrated understanding of the local and regional political context, with the ability to think creatively in identifying program risks.
  • Strong working knowledge of Microsoft Office (Word, Excel, Outlook, and PowerPoint) required. Experience working with data visualization software preferred.
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, meet deadlines, and exercise good and professional judgment.
  • Ability to work in a professional manner with fellow staff members, the general public, as well as partner institutions, including local NGOs and governmental entities.
  • Strong understanding of conflict sensitivity and “do no harm” principles.
  • Fluency in written and oral Arabic and English is required; written and oral fluency in Kurdish and other local languages is desirable, but not required.
  • Willingness to travel within Iraq occasionally.

Additional Information
  • Contract period: Until 31 January 2022 without possibility of extension
  • Salary: The salary of this position falls under band FSN-07
