Chemonics International seeks applications from qualified candidates for the position of Security Officer for the Iraq Regional Program (IRP) based in Erbil, Iraq. IRP is a USAID project that aims to promote an inclusive and stable Iraq; assist persecuted, conflict-affected populations; and support stabilization and recovery efforts. The Security Officer is responsible for building and enhancing strategic relationships with the Iraqi Security sector. S/he will work closely with the Security Manager on communicating security policies and procedures to national and expatriate staff and ensuring that standard operating procedures in the field offices are culturally sensitive and in line with the applicable laws in Iraq. 
 
Responsibilities:
  • Builds and enhances strategic relationships with all Iraqi Security Forces including: Iraqi Army, local and federal police forces, anti-terrorism police, border patrol police, Peshmarga, KRI police, and Asayesh.
  • Identifies the appropriate ISF personnel to engage with - builds and maintains relationships.
  • Advises on navigating Iraqi government policies/procedures/bureaucracy and suggests optimal ways to facilitate interactions (e.g. legal compliance with licensing/vehicle checkpoint issues/risk management issues).
  • Identifies the appropriate government personnel to engage with at the national and sub-national levels (Provincial governors, Mayors), as well as tribal and religious leaders, and national leaders or their Chief of Staffs. 
  • Acts as the main Iraqi point of contact and liaison with JCC and JCMC, assisting the Country Security Manager with all required registration, coordination and permissions necessary to allow Chemonics staff the safe access to areas of operation.
  • Acts as security liaison advisor for special events (conferences/fairs/seminars) and works with the event planning team to advise on coordination with ISF.
  • Acts as an offsite incident liaison contact for ISF security agencies on all incidents.
  • Sources and manages real time information collection and analysis for all areas of the country visited by Chemonics.
  • Troubleshoots and solves highly complicated socio-political, legal, and security related issues through expert knowledge of the operating environment.
  • Advises the Security Manager on cultural issues as they relate to security policies and procedures, identifying solutions and helping disseminate information to the national staff.
  • Supports the Security Manager in operational functions to ensure business continuity, capacity building, and cross functionality.
  • Conducts national staff investigations, interviews, background checks, new staff briefings, and security trainings for Local National staff.
 
Qualifications:
  • An Iraqi national fluent in written and spoken English, Arabic and Kurdish.
  • Minimum 4 years’ experience interacting with the highest levels of the Iraqi government across a range of departments and ministries. 
  • Sound working knowledge of appropriate government protocols, processes, and procedures for KRI ministries as well as central government ministries. 
  • Minimum 4 years’ experience working with international organizations and 1-year experience working with USAID implementing partners preferred.
  • Possesses the intellect, maturity, demeanor and character to effectively interact with all levels of the government and business communities, and to effectively represent Chemonics in this context.
  • Demonstrates honesty, integrity, and moral standards to be entrusted with Chemonics proprietary and confidential business/security information.
  • Must possess a bachelor’s degree in management or similar field. Advanced degrees or military service/training at an officer/staff officer levels are preferred.
  • Proven ability to work cross-culturally and under the direction of an expatriate supervisor.
  • Demonstrated understanding of the cultural sensitivities involved in working with such a diverse region with multiple components of the Iraqi spectrum. 
  • Highly motivated and detail-oriented individual with the initiative to solve problems with minimal oversight.
  • Demonstrated experience using Excel and Word, as well as managing databases and organizing significant amounts of information.
  • Proven ability to adapt to new situations and learn new skills and approaches quickly.
  • Possesses a working understanding of the role of various ISF entities, and other players in the Iraqi security situation.
