Chemonics International seeks applications from qualified candidates for the position of Operations Manager. This position will be based in Baghdad, Iraq. The Security Manager is responsible for supporting Chemonics’ operational security management throughout Iraq, including implementation of the security policy for Chemonics in-country, provision of security updates and incident reporting when needed, and support training and orientation efforts for new staff and travelers.
Support the Security Director (SD) in the oversight of security operations controls, such as journey management, vehicle and personnel tracking, control of mobile security teams, and office security processes.
Continue to build upon and enhance strategic relationships within the Iraq security sector including local police, government entities, and other NGO points of contact (POCs).
Coordinate closely with the Operations team on all traveler logistics, including entry/exit paperwork, local transportation, lodging, and other logistics as needed.
Track whereabouts of all long-term and short-term staff in-country and provides guidance as needed on areas that are and are not safe to travel.
Provide or assist with the provision of security briefings and relevant training to local and international staff.
Conduct site security risk assessments in coordination with the Home Office Security Management Unit (SMU) for selected project offices and international staff residences to identify gaps and required upgrades.
In coordination with project leadership and the SMU, assist and advise with safety and security enhancements, installations and repairs by vendors/technicians to ensure security equipment and systems are installed to a high standard, and that procurement/inventory compliance meets Chemonics/USG standards.
Assist the SD to provide routine and ad hoc analysis and reporting to the senior management team and other stakeholders, to include: security updates, recommendations for changes in posture or activities, and other relevant information.
Complete incident reports and submit to the home office SMU and project teams, including collecting post-incident data and presenting after-action reports to project leadership as necessary.
Provide administrative and coordination support during crises or incidents.
Maintain and rehearse incident and emergency standard operating procedures (SOPs) with all staff.
Advise the SD on cultural issues as they relate to security policies and procedures, identifying solutions and helping disseminate information to national staff.
The employee will perform other duties and responsibilities as required by the Chief of Party (COP), or their designee. The employee will consult the Director of the Security Management Unit on all matters concerning changes or modification to safety and security policy, procedures, and best practices.
Iraqi citizen/resident required.
Bachelor’s degree or equivalent demonstrated experience (industrial/commercial security or military) required.
A minimum of five years of experience in security management and oversight, with the duties and responsibilities described above.
A minimum of four years of experience working with international organizations and one year of experience working with USAID implementing partners preferred.
Sound working knowledge of appropriate government protocols, processes, and procedures across a range of departments and ministries in Federal Iraq.
Demonstrated intellect, maturity, demeanor, and character to effectively interact with all levels of the government and business communities.
Demonstrated honesty, integrity, and moral standards to be entrusted with proprietary and confidential business and security information.
Demonstrated understanding of the cultural sensitivities involved in working with such a diverse region with multiple components of the Iraqi spectrum.
Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, strong professional judgment.
Demonstrated experience using Excel and Word, as well as managing databases and organizing significant amounts of information.
Fluency in written and oral Arabic and English required; other local language proficiency is preferred, but not required.
Ability to report to and coordinate with multiple stakeholders, both internal and external.
