Chemonics International seeks applications from qualified candidates for the position of Security Assistant for the Iraq Regional Program (IRP) based in Mosul, Iraq. IRP is a USAID project that aims to promote an inclusive and stable Iraq; assist persecuted, conflict-affected populations; and support stabilization and recovery efforts. The Security Assistant provides support to the security platform in Iraq and backstop project’s ability to safely operate in Iraq. S/he must be able to assist the Security manager and officer in conducting risk analysis; build networks with Iraqi law enforcement authorities, the Regional Security Office of the US Embassy in Iraq, other international donor programs and their security platforms. This position will assist in developing and reviewing training materials and standard operating procedures; assist in providing training to the IRP staff on security policies, procedures, and protocols; and provide consistent and ongoing support on the application of these rules. 
 
Responsibilities include:
  • Supports the Security Officer in identifying security risks and regularly analyzing trends and changes in the security environment in all project operating areas.
  • Collects information on security threats in assigned geographical areas of Iraq.
  • Assists in the development of risk mitigation plans for project operations and programming.
  • Responsible for reporting and notifications required to ensure compliance with host-country security requirements. 
  • Conduct personnel, facility (offices and residences) and operational threat and risk assessments for the project. 
  • Develop and provide timely and regular reports in consultation with the Security Officer to the senior management team to keep them abreast of the security status and risks. 
  • Have in-depth and thorough knowledge of systems and tools that foster fast, deliberate, and coordinated team responses; assist in conducting scenario training and test exercises; and ensuring timely and relevant communications are sent during and after an emergency situation.
  • Support with updating, as appropriate, the IRP Emergency and Information Security plan (EISP) and corresponding business continuity plans, providing technical input to the security Officer. 
  • Assist in design and implement security trainings for staff as needed to educate them in the appropriate security concepts and skills. This includes regular briefings, specialized training as required, and periodic drills at each project office and residential location; including hotel lodging for short term staff. 
  • Assist in developing security risk analysis reports for OTI as needed.
 
Qualifications:
  • One to three years’ experience in management and oversight of security platforms Iraq, and experience in low-profile techniques.
  • Demonstrated ability to generate and leverage network connections in high risk countries to promote an accurate understanding of risk, strengthen knowledge of country context, and to bolster project planning abilities.
  • Well-connected with local law enforcement authorities, ability to build relationships and expand networks.
  • Ability to train and explain the acceptance model to national staff and other relevant stakeholders.
  • Experience providing security oversight to an international donor program desirable.
  • Excellent written and oral communication and interpersonal skills.
  • Fluency in written and oral Arabic and English is required; Written and oral fluency in Kurdish, and other local languages is a plus, but not required.
  • Experience in training civilians on safety and security measures.
