The purpose of the Iraq Governance and Performance Accountability (IGPA) project is to advance effective, accountable, and transparent governance in Iraq. This USAID effort, implemented by DAI, works with the Government of Iraq (GOI) at all levels to better respond to citizen needs by supporting reform initiatives and Iraqi change agents on inclusive governance and public sector transparency, accountability, and economy. “Reform initiatives” includes support to improve service delivery functions, public financial management, and open government initiatives. IGPA will support the GOI and the citizens of Iraq in forming partnerships and collaborative efforts to solve problems jointly. IGPA has four (4) objectives:
1. Enhance GOI service delivery capacity
2. Improve public financial management
3. Strengthen monitoring and oversight of service delivery and public expenditure
4. Support Iraqi change agents (cross-cutting objective)
Under the anticipated Climate Change Governance activity, Task Order 6, IGPA will support the Government of Iraq (GOI) as it seeks to increase its efforts at addressing climate change issues as part of its commitment to the UN Framework Convention on Climate Change (UNFCCC).
The purpose of this task order is to provide technical assistance under the general scope of the overall contract through three tasks: a) Improving climate change governance in key sectors b) Supporting GOI in addressing climate changes, including engaging Iraqis and COP26 participation; c) Supporting provincial level climate change governance.
The Task One Sector Support Coordinator will build on existing IGPA activities related to water, solid waste, and electricity to focus its efforts on supporting critical governance improvements related to climate change in these three sectors, as well as reflecting its expansion in the agribusiness and agriculture sectors.
Duties and Responsibilities:
- Development and increased use across Iraq of a standard water decision planning framework aimed to help improve the federal government and provincial water directorates reduce loss of non-revenue water, better manage wastewater, and improve their ability to operate and maintain water treatment plants and delivery systems.
- Support the modernization of water resource planning with new data and functionality.
- Development of a roadmap for legislative and regulatory reforms pertaining to the agribusiness sector that have climate change impacts such as those involving irrigation regulations, pesticide use, and agriculture in areas recognized as under threat from desertification.
- Design and implement activities focused on a program of support for agricultural extension services in selected provinces (building on IGPA’s current agriculture work in KRI and Ninewa) to update the curriculum to increase farmers’ awareness of using new techniques that are in support of climate change mitigation.
- Design and deliver a series of ToT training sessions that could be replicated by federal, regional and provincial authorities that incorporate mitigation and adaptation principles through existing extension programs.
- Extend IGPA rehabilitation of landfills to incorporate landfill gas interception and collection/treatment systems by developing a pilot approach for landfill interception and collection which can be used by provincial authorities nationwide.
- Support MOE in planning for public-private partnerships as well as foreign direct investment in renewable energy.
- Undertake a gap analysis of the current legislative and regulatory framework which would address the solar and renewables sector to produce a set of recommended enhancements that would facilitate investment internationally and domestically.
- Contribute to weekly and monthly reporting by preparing highlights and success stories.
- Ensure that all sector-specific support-related activities are properly coded in TAMIS with all required documentation.
- Any other duties as assigned by Task Order Team Lead.
Qualifications and Experience
- An MBA or master’s degree in a related field is required.
- Minimum of 5 years experience in climate change adoption in service delivery sectors.
- Minimum of 3 years of experience on USAID-funded projects.
- Demonstrated experience conducting legal analyses and climate change regulatory frameworks.
- Demonstrated project management skills, highly organized and detail-oriented, and ability to initiate, coordinate, and complete activities with minimal oversight.
- Must be fluent in English.
Conditions of Work Requirements:
Work and living facilities are in high-security zones with frequent security drills and protocols and limited access to medical facilities. The general work environment and living quarters require the ability to walk numerous flights of stairs on a daily basis. Security protocols require the individual in this position to be able to quickly climb multiple flights of stairs while wearing 30 lbs. of personal protective equipment, walk swiftly or run across uneven terrain without assistance, and enter and exit project vehicles without assistance
