The purpose of the Iraq Governance and Performance Accountability (IGPA) project is to advance effective, accountable, and transparent governance in Iraq. This USAID effort, implemented by DAI, will work with the Government of Iraq (GOI) at all levels to better respond to citizen needs by supporting reform initiatives and Iraqi change agents on inclusive governance and public sector transparency, accountability, and economy. “Reform initiatives” includes support to improve service delivery functions, public financial management, and open government initiatives. IGPA will support the GOI and the citizens of Iraq in forming partnerships and collaborative efforts to solve problems jointly. IGPA has four (4) objectives:
  1. Enhance GOI service delivery capacity
  2. Improve public financial management
  3. Strengthen monitoring and oversight of service delivery and public expenditure
  4. Support Iraqi change agents (cross-cutting objective)
Purpose:
The activity covered by this scope of work will be undertaken under the umbrella of IGPA’s Objective 3 of strengthening monitoring and oversight of service delivery and public expenditure. Technical support in strategic communications will assist the government of Iraq in developing cross-cutting citizen participation and public outreach mechanisms. The Regional Oversight and Accountability Coordinator will report directly to the Senior Regional Manager for Baghdad and assist in: developing SOW and proposals, trainings, facilitating planned workshops, and support objective 3 staff as required.
The Regional Oversight and Accountability Coordinator will undertake a wide range of objective 3 central region related management and support tasks, including but not limited to those stipulated below:
 
Duties and Responsibilities:
  • Training in effective communication and public outreach strategies
  • Assistance in the preparation of a decentralization communication place
  • Inter-objective collaboration: Activities involving national partners (government and CSO) and training.
  • Assist in regional implementation of activities to increase citizen participation in local government planning and policy development as a direct report of Objective 3 Lead
  • Assist in implementation of activities to improve oversight, accountability, and transparency of public expenditure management and service delivery
  • Coordinate activities to strengthen capacity of selected provincial institutions to establish effective citizen participation and outreach mechanisms
  • Coordinate the approach of Objective 3 goals so that USAID support is better integrated in local accountability activities, and conduct accountability activity mapping
  • Submit data and analysis to monthly, quarterly, annual and ad hoc communications and reports, and to ME&L reports
  • Perform a variety of complex administrative and/or program support projects requiring research, follow-up, compilation, tabulation, and basic analyses of data as required by daily operations.
  • Review and summarize miscellaneous reports and documents for compliance, accuracy and completeness.
  • Coordinate the activities of the objective 3 with a variety of project coordinators, and other regional HUBs.
  • Plan, Supervisor and implement all logistical requirements for objective 3 and provincial requirements.
  • Coordinate office activates and schedules; maintain comprehensive contact lists, schedules and calendars.
  • Coordinate the activities of coordinators, assistants, and other staff in the Provincial Hubs.
  • Preserve confidentiality of sensitive material routinely encountered as part of work assignments.
  • Act as a liaison between the objective 3 lead and other IGPA/Takamul departments, such as HR or Finance, as necessary.
  • Draft official correspondence to officials and counterparts in the Provinces and GoI as necessary.
  • Assist to develop, recommend, or implement new office procedures and systems.
  • Plan and coordinate special events and meetings.
  • Following up to close out the events in TAMIS
  • Other duties as assigned by supervisor
 
Common Duties:
  • Uphold the mission, values, and spirit of DAI in coordinating the program and in interacting with all community members.
  • Follow and enforce all DAI codes of conduct, including but not limited to the Sexual Abuse and Exploitation Code of Conduct and Drug and Alcohol Policy. Report any violations to appropriate IGPA authority and participate in preventative initiatives.
  • Follow and enforce all DAI organizational policies, procedures, and guidelines including but not limited to personnel, security, communications, finance, procurement, and logistics. Report any violations to appropriate DAI authority.
  • Actively seek opportunities that will complement ability to fulfill position’s responsibilities as well as further professional development, such as taking part in internal and external trainings and participating on relevant advisory boards.
  • Perform other duties as requested by supervisor.
 
Qualifications and Experience
  • Bachelor’s degree or higher in communications or other relevant areas
  • Minimum of 5 years’ experience leading the creation, implementation, and
  • management of communication outreach strategies
  • 5 years’ experience with international development projects (USAID preferred)
  • A minimum of 5 years’ experience designing government public awareness
  • campaigns
  • At least 5 years of experience building the capacity of provincial government staff to implement public awareness campaigns and community outreach
  • Experience with development of print and visual media content, as well as radio content and cellphone-based text and audio services
  • Experience working with a multicultural team of local and expatriate staff
  • Exceptional problem solving, writing, and communications skills
  • Fluent in English and Arabic
