The Regional Change Agent and Inclusion (CAI) Coordinator will provide support to the design, planning, and implementation of priority activities aimed at supporting women’s inclusion in national and local governance . The incumbent will also advise on appropriate strategies for the inclusion of marginalized populations across all IGPA/Takamul components including public service delivery, public financial management, oversight & accountability, private sector engagement, and change agent activities..  These activities will reflect the current and future focus areas of the IGPA project. 
RESPONSIBILITIES
  • Support the design and implementation of a capacity development interventionfor the provincial women’s empowerment directorates (PWEDs) to increase their roles, responsibilities, and effectiveness within the governance framework of selected provinces
  • Support a program to institutionalize gender-based budgeting at the national and provincial levels
  • Monitor and develop interventions which may support the implementation of the nascent anti-domestic violence system in Iraq 
  • Coordinate gender and inclusion briefings and trainings as required, including new staff orientation, vendor kick-off meetings, change agent trainings, etc.
  • Monitor the IGPA established working group online communication boards to continuously track and support progress on activities related to marginalized populations.
  • Convene IGPA working group meetings as needed to ensure continued momentum on IGPA’s previous activities related to women’s inclusion in national and local governance and addressing the needs of marginalized populations
  • Report significant updates related to women’s inclusion in governance and potential programming for marginalized populations to senior management
  • Review scopes of work and/or deliverables consultants and vendors working in the Baghdad regional provinces to ensure contextually-appropriate inclusion of women and other marginalized communities
  • Support the CAI team in data entry; compliance with monitoring, evaluation, and learning procedures; and procurement requirements as needed
  • Other duties as assigned by the CAI Team Lead 
 
EXPERIENCE
  • MS or MA and 3 years of work experience; or BS, BA and 5 years of work experience
  • Experience promoting gender issues to local government officials and building strong working relationships with GOI officials
  • Experience training government officials on gender and equality issues
  • Prior experience working on USAID programs preferred
  • Excellent organizational and administrative skills
  • The ability to think creatively and be proactive in program design and management
  • Fluency in English and Arabic required. Fluency in Kurdish a plus
  • Self-motivated and well organized
  • Flexibility and willingness to travel to difficult environments to complete program assignments required
REPORTING / DUTY STATION
  • Reports to the Objective 4 Team Lead 
  • Duty Station: Baghdad Office
