GIZ is currently looking for a Project Officer to support the implementation of activities for the project “ICT – Perspectives for Modern Youth in Iraq”. 
In order to create job perspectives for young people in the tech sector, GIZ is supporting startup entrepreneurship, advanced programming skills and the introduction of new technologies in Iraq. 
The Iraqi Entrepreneurial Ecosystem is supported via the setup of several Innovation Hubs in the country (e.g. Baghdad, Basra, Mosul and Sulaymaniyah), which are equipped with Makerspaces, Coworking spaces and training facilities. These Hubs provide practice-oriented business trainings for Tech start-ups as well as coding bootcamps and workshops on 3D printing and laser cutting. Furthermore, the project aims at the creation of acceleration programs as well as the establishment of Angel Investment structures in Iraq. By introducing mobile units, technology related trainings are extended to refugee/IDP camps and remote locations. 
The responsibilities of the Project Officer include support to and independent implementation of technical planning efforts which require local, practical, and academic knowledge. 
In this context, the position holder fulfils the following tasks: 
  • Implementation The position holder supports within the implementation of the project’s operational plan in coordination with the programme manager and its deputy. This will include the full responsibility for certain activities, components and events. 
  • Planning & Monitoring The position holder provides local, practical, and academic knowledge to the project planning process. The position holder supports in strategizing and planning of innovative approaches and events to support entrepreneurship and upskilling in the tech sector. Furthermore, the position holder is responsible for results assessment according to GIZ standard M&E schemes to support the project’s M&E unit. 
  • Coordination and Stakeholder Management The position holder serves as liaison officer and activity coordinator to political partners, national organizations, project partners, and beneficiaries. This includes representing the project and its activities, building up new relationships, identifying potential cooperation partners, and being the contact person for administrative and political office holders to the project. 
  • Other duties/additional tasks The position holder will support the project with any additional tasks if necessary. 
Required qualifications, competencies and experience Qualifications Professional experience 
  • Academic degree in relevant fields such as (but not exclusively) IT, Economics, Social Sciences, Business Administration. 
  • At least 2-3 years of experience in the field of ICT and Start-Up promotion or self- employment/entrepreneurial experience within the ICT sector. Work experience in the private sector is an advantage. 
  • Knowledge of the investment climate and/or access to investor networks. 
  • Proven experience in supporting development cooperation efforts in the field of ICT employment promotion. Practical knowledge of gender equality measures is an advantage. 
  • Proven work experience in international development cooperation organizations is an advantage. 
  • Experiences coordinating activities with administrative entities, academia, business owners and managers as well as business organizations. Distinctive diplomatic and socials skills are expected. 
  • Above average academic Arabic and fluent English language proficiencies are mandatory (written and spoken). 
  • Management experience of (small) projects or contractors.

  • Excellent command of Microsoft Office tools 
  • Team player, proactive and responsible personality, creative, innovative 
  • Ability to work under changing work contexts and time pressure 
  • Ability to travel inside Iraq (incl. South and KRI) and abroad for limited periods of time
