Job Title Project Officer

The GIZ project “Sport for Development” aims to provide sport activities in IDP and refugee camps as well as in host communities as a means of psychosocial support, violence prevention and conflict transformation. The project capacitates trainers, multipliers and social workers in the holistic and sustainable Sport for Development- methodology and provides sport equipment to implementation sites.
The position will be based in the GIZ Office in Dohuk with trips including frequent trips to Erbil and Sulemaniya, as well as trips to Mosul and Baghdad.
A. Responsibilities
The project officer is responsible for
- managing an area of responsibility that forms part of the programme objectives and/or agreements with the superior
- innovation and knowledge management
- implementing daily operational aspects of all issues related to the area of responsibility
- maintaining of a good flow of communication and information between all involved institutions and counterparts and GIZ
The project officer
- assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their
- implementation, management, monitoring, quality management, evaluation, communication and documentation
- coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects
- compiles the relevant information for joint activities and assignments
- coordinates and assists in preparing and conducting project activities and carries out other activities required for implementing these components
- assists with all organisational and management issues
- regularly consults with the GIZ officer responsible for technical implementation as well as with the admin and finance staff
- identifies the needs of government institutions and NGOs
- participates in formulating project action plans and helps synchronise the planning and budgeting system and counterparts
- is jointly responsible with the partner institution and project staff for preparing, implementing and documenting training events, workshops, forums, team meetings and other project activities
- reviews project proposals, prepares and monitors financing agreements in cooperation with partner organizations, the line manager and HQ
- represents the project in absence of the international advisor
The project officer
- coordinates and assists in preparing and conducting project activities and carries out other activities required for implementing these components
- monitors the development and implementation of project/programme plans and activities in close consultation with counterparts
- contributes to preparing and implementing the coordination process, joint project/programme activities and work at the regional level, especially with project officers in Jordan
- identify the needs of government institutions and NGOs
- develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives
- participates in formulating project action plans and helps synchronise the planning and budgeting system of counterparts
The project officer
- supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non- governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
- communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme
The project officer
- ensures knowledge transfer to project/programme information
- draws up reports and presentation documents
- prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
- is responsible for updating the project database on a regular basis, reports numbersto donors and assists the M&E officers in all relevant requests
- conducts research and prepare inputs for internal organizational issue or thematic areas, as requested by the Head of Project
- reviews papers, reports and other substantive documentation for clearance/decision by the Head of Project

- handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting)
Qualifications
- University degree in an area that is related to the project/programme objectives, with a focus on a relevant field, i.e. political or social science, physical education, pedagogy, conflict and peace studies
- at least 5 years’ professional experience in a comparable position, i.e in the area of sport for development, social cohesion, child protection, peacebuilding, sport, gender equality
- very good knowledge of the approach of “Sport for Development”, social cohesion, peacebuilding and gender equality
- basic knowledge of different kinds of team sport (e.g. football, basketball)
- very strong network skills and a strong network with state and non-state actors in KRG
- very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
- fluent written and oral knowledge of the English language, Kurdish and Arabic
- willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
