Under direct supervision of the Country Manager and in close coordination with the Regional Programme Manager and a local team, you are responsible for the implementation of the different components of SPARK’s EU funded higher education programme in Iraq. In addition to providing access to higher education for Syrian refugees, vulnerability youth and IDPs (400 Scholarships) the programme contains several components aimed at enhancing access to the labour market for SPARK’s scholarship recipients and recent graduates. You will ensure activities are implemented timely and according to donor regulations. Additionally as Project Officer you will provide organizational and logistical support for other missions and on-going activities in the region. 
 
Main Tasks and Responsibilities
The responsibilities and tasks include, but are not limited to:
  • Under supervision of the Country Manager, implement programme activities according to the annual work plan and in line with donor regulations;
  • Follow-up with partners (higher education and other implementing partners);
  • Follow-up with SPARK supported students;
  • Maintaining and updating SPARK’s student database;
  • Overall administration for the office and project activities;
  • Coordinate student selection and intakes, as well as monitor data entry for all student registration;
  • Organize and coordinate extra-curricular training and support activities with local partners;
  • Following up with implementing partners on the progress and deliverables as per the work plan; 
  • Provide inputs for quarterly and annual reports;
  • Provide communications support, specifically on outreach, collection of success stories, organization of visibility events and contribute to SPARK’s alumni platform (approx. 30% of your time);
  • Provide support to regional programmes where needed.

Requirements and Skills
  • Thorough knowledge of the political and economic situation in the region;
  • Experience working with refugees and/or IDPs;
  • Minimum 1-3 years’ practical experience in a prior comparable position in NGOs;
  • Proven organizational skills and the ability to work independently;
  • Proven IT skills;
  • Advanced English and Kurdish (strong reading, writing and speaking skills in both language);
  • Strong writing and reporting skills;
  • Good communication and social skills and the ability to work in a multicultural setting with a small and young team;
  • Gender awareness;
  • Ability to work under stressful conditions;
  • Flexibility to travel within the KR-I and potentially Mosul (including overnight stays);
  • Prior experience working in higher education or livelihoods programmes is an advantage.
