Job Title: Project Manager.
Duty Station:  Sinjar Field Office and project implementation areas (Sinjar District).
Job Type: Full time.
Duration: 12 months contract with the possibility to extension based on performance.
Probational period: 3 months
Working hours:  Sunday to Thursday from 08:00-17:00 (with 1-hour lunch break).
Salary: 1200 USD per month
Yazda is looking for 1 Project Manager who will make a team with a Field Officer and Field Assistant and coordinate the implementation of 64 small agricultural and non-agricultural businesses; and 16 on job vocational trainings in Sinjar district. The post holder should have a good knowledge and previous experience of project management together with field work experience. 
Role Purpose.
The Project Manager will participate in the planning, design and implementation of all the project activities, including budget expenditures. The Project Manager will be responsible for the assessment, follow-up monitoring and evaluation of Yazda project activities in the target communities in Ninewa Governorate in Sinjar districts.
This position will report to the program coordinator, country director and ASB Agricultural and Livelihood Program Manager (ALPM). 
Job Description.
  1. Identifying beneficiaries of the project in coordination with Yazda Program Manager/Country Director and ASB ALPM following the project beneficiary selection criteria.
  2. Plan, implement and follow up the activities of the project with the project team such as field assessments, market price monitoring, distribution of any project materials and implementation of training activities.
  3. Responsible for monitoring the impact of the project and its overall implementation.
  4. Reporting progress of the project activities to Program Manager/Country Director and ASB ALPM.
  5. Organize logistics, purchases together with the Finance Officer and Logistic Officer as per project needs and rules.
  6. Regularly contact with Finance and Logistics officer to ensure that support mechanisms such as the Budget Follow Up, Procurement plans, are completed on time and reflect operational realities/needs.  
  7. Represent Yazda in meetings at various levels in Sinjar district.
  8. Carry out any additional task assigned by ASB ALPM and/or Yazda Country Director/Program Manager.
Technical / Professional.
  1. Qualification Bachelor degree Higher degree in Agriculture/Social Science/Business and Administration preferred.
  2. Minimum of 3 years professional project management experience, previous experience holding the same position or similar in a national/international organization preferred.
  3. Strong organizational skills.
  4. Ability to solve problems.
  5. Ability to manage time effectively.
  6. Previous experience managing a small team.
  7. Excellent computer literacy with Microsoft Office applications, including Word, Excel, Outlook, PowerPoint and Access.
Coordination.
  1. Coordinate the workload of the Field Officer and Field Assistant.
  2. Supporting Yazda Field Team with any tasks related to project implementation.
  3. Coordinate the implementation of any training related activities.
  4. Monitoring and evaluate external organizations that are implementing any project activities.
  5. Coordinate the start up and running of the small agribusiness and non-agribusiness initiatives.
  6. Coordinate the start up and running of the on job vocational trainings.
  7. Regularly contact with Finance and Logistics officer to ensure that support mechanisms such as the Budget Follow Up, Procurement plans, are completed on time and reflect operational realities/needs.  
Reporting.
  1. Set up procedures for the monitoring and evaluation (M&E) of the project activities. 
  2. Ensure that project monitoring activities are implemented according to plan.
  3. Provide regular reports (weekly and monthly) to the Program Manager/Country Director and ASB ALPM on the progress of the implementation of the field activities.
  4. Oversee the preparation and submission of the Reporting of the field activities of the project by the Field Officer and Field Assistant to Yazda’s Program Manager/Country Director and ASB ALPM.
  5. Provide/update on any related information regarding the project planning and/or implementation to Yazda’s Program Manager/Country Director and ASB ALPM when requested.
Personal Competences.

  3. Strong interpersonal skills and flexibility, responsibility, integrity, team work, self-motivated, preparedness to work off-time.
  4. Strong verbal and written communication skills in English, Kurdish (Kurmanji) and Arabic.
  5. Ability to solve problems.
  6. Preparedness and willingness to travel in/and around the Sinjar District area.
  7. Ability and willingness to work with people from different ethnic groups, religions and socio-economic backgrounds.
  8. Valid driving license (experience of driving 4x4 car manual gear).
  9. Firsthand knowledge of Sinjar area will be an advantage.
  10. Permanent residence in Sinjar district.
The Project Manager responsibilities are:
  1. 1.Managing and supervising HARIKAR project in villages surrounding the districts of Sinjar and Talafar.  To strengthen sustainable resilience, social stability and cohesion of the population within the returnees' communities in the newly accessible areas in the North of Ninewa Governorate aims to create adequate and appropriate living conditions through the support of agricultural production.
  2. 2.Ensure all project concern staff/s are involved in the program planning, 
  3. The Project Manager is responsible for ensuring proper relations with the communities targeted in the scope of this work are maintained in a respectful and consultative manner. Special attention must be paid to ensure that communities are adequately consulted and informed about Harikar and the implementation partner's program objectives, activities, and the implementation methodologies. 
  4. Provide leadership, coordination and guidance on all related matters pertaining to the smooth implementation of the Project.
  5. Make sure that required strategy for the project objectives are regularly updated and implemented.
  6. Manage, monitor and report on all activities being carried out by the project implementing staff.
  7. Direct responsibility and oversight for ensuring all financial, logistics and administrative requirements are in place in accordance with Harikar procedures. 
  8. Provide technical inputs and guidance and ensure that technical quality and standards are considered during the project implementation.
  9. Collect technical information and analyze associated opportunities and risks; as well as identify and collaborate with relevant technical authorities and partners.
  10. Identify and assess key risks for food security, livelihoods and solidarity in the project location and design effective and appropriate response.
  11. Liaise and work in participation with the (local authorities’ entities). 
  12. Design handouts in appropriated of the project objectives.
  13. Community / beneficiary feedback is collected and shared in program coordination meetings.
  14. Develop team capacities at both the individual and group level by organizing/ facilitating trainings internally or through specialized agencies / individuals. 
  15. Responsible for the management of project staff and for ensuring that all field teams are comprehensively briefed on the objective, expected output and overall implementation strategy of any given activity. The Project Manager shall ensure that Project staff are given training and complete all the necessary documentation in line with program requirements.
  16. Project Manager he/she shall regularly meet with HR, Finance, and Logistics Departments to ensure that support mechanisms such as the Budget Follow Up, Procurement plans, and recruitment are completed on time and reflect operational realities/needs.   
  17. Set work plans and manage project's activities to achieve the project goals and draft weekly and Monthly reports to be submitted to Donors and Program coordinator. He/she will be expected to provide reports covering activity implementation, achievement of objectives, successes / challenges, beneficiary feedback, etc. The Project Manager is expected to provide regular reports (weekly and Monthly) to the Program Coordinator and the Donor on the progress of the implementation of activities and on observations made during the mission and collaborate closely with the Partner unit as part of monitoring and evaluation activities.
  18. When requested by Donor, and under the direction of the Program manager and in coordination with project teams, the Project Manager will take the lead in the preparation of, and may be expected to conduct, monitoring or assessment activities in the camp in order to inform the development of new proposals, or for the capitalization of lessons learned etc. 
  19. The Project Manager is expected to facilitate trainings or program me coordination meetings by leading discussions. Moreover, he/she shall be in a position to attend Harikar to present programmatic strategies and activities in camp meetings or for Local Authorities.
  20. Provide Performance evaluation of the staff under His / Her Line Management
  21. Assist in writing proposals for any new projects
Coordination:
  • Coordinate with the camp managements and the other acting agencies, NGOS in the camps.
  • Coordinate with the Governmental actors related to the project.
  • Represent Harikar in the camp coordination meeting. 
  • Supporting Harikar Director for any other tasks related to Project Manager Skills and responsibilities.
 
Reporting
  • Support in preparation and submission of the Reporting activities of the project to Harikar and ASB (Weekly, and Monthly) 
  • Update and Provide Figures and Activities updates on weekly and Monthly basis to the Harikar and ASB.
  •  Provide/update on any related information to the Harikar and ASB.
 
Technical / Professional: 
  • Minimum of 2 years professional administrative and management experience, prior experience in national/international organizations preferred; 
  • Qualification Bachelor degree Higher degree in Agriculture 
  • Good organizational skills;
  • Excellent computer literacy with Microsoft Office applications, including Word, Excel and Outlook, experience in budget tracking tools, PowerPoint and/or Access; 
  • Excellent knowledge of English language; 
  • Candidate is expected to quickly learn, understand and follow HARIKAR office administrative processes and procedures; 
  • Ability to solve problems
  • Ability to manage time effectively
