BACKGROUND:
The aim of the project is to generate income for internal displaced persons (IDPs), refugees and socially deprived households in host communities. In total 6.000 vulnerable households (36.000 household members) will benefit from this project.
The project is working in the governorates of Dohuk, Erbil and Suleymanyiah in the autonomous Kurdistan Region. It uses cash-based approaches to deliver (1) temporary income through the support of public services and the rehabilitation of public infrastructure; (2) it will strengthen livelihoods through sustainable income generating activities; (3) provides human capacity development activities to implementing partners
Households use the temporary incomes to acquire the goods that they themselves consider necessary or to make use of health services. This expenditure supports local economic structures and markets. The services benefit not only the local population in the host communities but also internally displaced persons and refugees. The project is delivering the measures in collaboration with the autonomous Kurdish government’s authorities and executive bodies, partly through its own initiatives and partly in cooperation with international and national NGOs.
SCOPE OF WORK:
The project/site engineer is responsible for overall site planning, monitoring, spot checking and supervision of the execution of engineering projects and project progress reporting. He/she should work according to the instructions of head of direct implementation unit. Also, responsible for managing activities in good coordination with local authority “like camps’ managers”. Site engineer ensures the proper providing materials, tools and PPEs.
RESPONSIBILITIES:

Execute tasks according to the agreement work plan.

Daily check of work attendance / spot check.

Give technical instruction in coordination with GIZ engineers.

Responsible of safety issues.
-
Prepare list of tools and equipment needed on site.
-
Inform GIZ management of any issues during the implementation progress.

Solve upcoming conflicts on site in contact with respective GIZ engineers.
-
Any other duties given by the GIZ management.

Advise Head/deputy of DI unit in all construction related activities in field.

Cooperate with staff of M&E, Feedback, and finance units.

Prepare recommendations for project development

Ensure professional reporting according needs (e.g. weekly project progress reports)

Ensure the data management and filing of all DI-C.f.W documents, activities, permanent photo documentation.

Quality control.

Coordinates with the contractors on all quality and supervision matters and elaborates inspection and test programs.

Verifies that the quality related site activities are in according with the applicable codes and standards.

Review all specifications in contract, and test plans against the baseline work schedule.
Job Description

Verifies baseline schedule proposals and implementation plans for new projects.
Other tasks on request:

In coordination with Programme Management and the Head of EoT the candidate ensures all tasks that are needed to achieve the objectives of the program are in place in the scope of his activities.
Qualifications and Experience

Education:Bachelor’s degree in civil engineering.

Experience:

He/she must have proven work experience in cash for work implementation and supervision in the field.

The engineer should have 10 years of experience “minimum”, and have good knowledge of using computer programs “Word, Excel, AutoCAD
-
Language: Good written and oral command of Kurdish and English, Knowledge of Arabic is an asset.
