World Vision - Iraq Office is looking for a highly qualified and motivated person for the position of Project Coordinator - Diyala (Salahaddin)
 
PURPOSE OF POSITION:
The Project Coordinator’s main role is to coordinate and manage the implementation of WV Iraq’s projects/programs. This includes active participation in project/program design, Provide support in the development, planning, implementation and monitoring of WASH, Health and Protection Projects, coordination with stakeholders such as the government (and UN), Planning, documentation, monitoring, evaluation, research, capacity building and representing WV in different forums/meetings.
 
MAJOR RESPONSIBILITIES:
  • Build links between the WV programs, Government, UN and other partners working with in WV KRI operation geographic area.
  • Represent WV at appropriate cluster meetings, ensuring that WV interventions are not only in line with cluster planning but also showcased in the meetings.
  • In liaison with DAM&E, and other relevant stakeholders (Government, UN Agencies and other NGOs) conduct assessments of existing and new project areas.
  • Actively participate in project development, through providing contextual information and technical input.
  • Provide support to zonal manager and technical advisor(s) in all stages of the LEAP cycle.
  • Initiate in donor and cluster report writing ensuring that the reports are accurate.
  • Establish and maintain World Vision and other best practice standards for development programing.
  • Monitor and assist in evaluating WV KRI projects, ensuring that the lessons learnt are incorporated into future projects.
  • Conduct WASH rapid needs assessments in the field.
  • Create BoQ, design and assist in tendering documents
  • Review designs, specifications, BOQ and conditions of contract issued by Governmental Directorates and attend all site level meetings with Contractor and Governmental Directorates’ Engineers.
  • Develop design plans, working drawings, technical specifications, bill of quantities as per approved standards by the Ministry of Water Resources and Irrigation and the Ministry of Physical Infrastructure for all construction works outlined on the project designs for the said projects, including emergency and sanitation facilities.
  • Monitor and inspect private contractor work at vital construction milestones per project schedule
  • Develop, negotiate and manage contracts with service providers (may include preparation of tender documents for purposes of soliciting bids/tenders from contractors for the said project
  • Prepare specifications and documentation for the procurement of key WASH related supplies.
  • Assist in facilitation of the promotion of WASH program impact on and potential for conflict between beneficiaries and non-beneficiaries, and adjust program accordingly. Conduct WASH rapid needs assessments in the field.
Grants & budget Management
  • day to day grant management, and ensure that the persons under his supervision implement project activities as stated in the
  • Grant agreement and expenditures are as per grant guidelines.
  • Approval limit of up to 10000 USD
  • Give variance explanation for monthly financial reports and budget project when required.
  • Local partners’ management to make sure IP will implement project activities as stated in the grant agreement and expenditures are as per grant guidelines.
Staff Management (Learning and capacity building)
  • Staff capacity building on local and international standards eg Sphere, Do no harm, IASC, Good enough guide etc.
  • Staff performance management for persons reporting directly to him/her.
Coordination with local community groups/ Government Departments/ Other stake holders (Internal and External)
  • When required, Represent World Vision at interagency coordination - Representing the organization and actively participate in the WASH Cluster Meetings to review progress, as well as attending state level WASH Cluster meetings.
  • Support in Liaising with beneficiary community, WASH cluster and local authorities in the selection of project sites as per requirement of the project design.
Performance quality and reports writing
  • To ensure quality project implementation is in line with WV, local and international standards.
  • Give weekly updates to zonal manager and technical advisors as per need and prepare monthly project reports to zonal manager.
  • Ensure that project documentation is prepared, including weekly, monthly, and Quarterly project reports on implementation/ construction status, as per requirements of World Vision
  • Any other duties as assigned by manager
 
KNOWLEDGE, SKILLS AND ABILITIES:
  • Education/Credentials: Bsc/Masters in any relevant field.
  • Bachelor’s degree in Civil / Environmental / Public Health Engineering fields are preferred.
  • Experience: at least 5 years working in relief/Aid or development work.
  • Previous experience of INGO work.
  • Experience working with IDPs, Refugees and conflict-affected persons.
  • High communication skill and both budget and staff management
  • Experience in designing and putting bill of quantities, WASH facilities like toilet, bathing cubicles, water supply lines and hygiene promotion for affected people
  • Demonstrated experience in multispectral grants is preferred.
  • Experience in working on Bill of Quantities and design for water and sanitation facilities in particular in schools
  • Experience of working with cross-functional teams.
  • Experience in coalition building and ability to rally coalitions and networks to take positions on specific policy issues.
  • Native Local language, Iraq citizen, Excellent English and Local communication skills (oral and written).
  • Fluency in Arabic.
  • Working knowledge of English and ability to write reports in English.
  • Strong interpersonal and negotiation skills
  • Strong capacity building and facilitation skills
  • Ability to travel to project areas for assessment, regular monitoring and evaluation
  • Ability to manage work life and work without supervision
  • Ability to work in and contribute to team building environment.
  • Strong knowledge of UN cluster system, JCCC/GEC and government structures.
  • Understanding and experience WV’s LEAP cycle, grant management, proposal development and report writing.
  • Understanding of interagency standards such as Sphere Humanitarian Standards, IASC, Core humanitarian standards, Human rights principles, MISP, Mental Health Guidelines, Gender guidelines,
  • Knowledge of and adherence to the Red Cross and NGO Code of Conduct.
  • Ability to work in high tension and high security risk situations and be able to adapt to rapidly changing contexts
  • Ability to manage a wide range of work assignments and changing priorities in high pressure and demanding environment
  • Successful track record in project coordination.
  • Ability to respect and relate appropriately to people of other faiths.
  • Understands work from a process point of view and uses measurement and accountability systems effectively.

Work Environment
  • Complete Travel and/or Work Environment statements if applicable.
  • Based in Sulaymaniyah or Kirkuk with regular travel to field, Erbil, Duhok, Salahaddin and/or other governorates per need. Travel will account up to 35% of time
