Title: Programme Advisor
Reports to: Component Manager
Duty Station: Baghdad
The Qudra Programme is a regional action co-financed by the European Union, through the EU Regional Trust Fund Syria, the German Federal Ministry for Economic Cooperation and Development (BMZ) and Spanish Agency for International Development Cooperation (AECID) seeking to strengthen resilience for Syrian refugees, IDPs and host communities in response to the protracted Syrian and Iraqi crises. The programme is jointly implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Expertise France, Spanish Agency for International Development (AECID), Belgian Development Agency (Enabel) and Hungarian Interchurch Aid (HIA) in programme partner countries of Iraq, Jordan, Lebanon and Turkey.
The Qudra 2 programme has three technical components and one cross-cutting component. Each of these has a specific objective.


Component 1: Education and Protection to improve education, engagement and protection opportunities for children, youth and other marginalised groups
Component 2: Employment promotion and income generation to enhance employment outcomes and income in particular for youth and women
Component 3: Local governmental institutions and civil society organisations to improve local governmental institutions’ and civil society organisations’ capacities to deliver transparent and inclusive basic services Cross-cutting Component: Social Cohesion/Stability to strengthen social cohesion/stability of the target groups.
The Qudra 2 Programme is looking for a “Programme Advisor ” who will be supporting the implementation of Component 2 activities in the liberated areas in Iraq (Nineveh, Salah Al Din and Anbar).


The duty station for this position is the GIZ Baghdad Office.


A. Responsibilities
The position holder

  •  Supports the implementation of the project’s operational plan in coordination with the components’ managers and the team. This may include the full responsibility for certain activities according to the standard project cycle.
  •  Assisting all employment promotion activities implemented through Qudra or its implementing partners, including providing technical advice and assessment, coordination achieving the project objectives and goals.
  •  Assisting the project to identify new ideas and partners as well to maintain excellent work relations with existing ones.
  •  Effectively coaching, supporting and following up on the technical and financial implementation of activities related to partner’s capacity development throughout the assigned geographical area.
  •  Assisting program initiatives to provide professional advisory services to and cooperate with a broad range of target groups.
  •  Innovation and knowledge management.

B. Tasks
1. Research & advisory
The position holder

  •  Assists and monitors the development and implementation of project/programme plans and activities in close consultation with counterparts.
  •  Conceptualising, drafting ToRs, reports, guiding analysis and assessments, reviewing texts.
  •  Collecting and coordinating data from the field in cooperation with the Monitoring and Evaluation (M&E) unit on a regional level.
  •  Provides regular weekly report regarding the status of activities, both technically and financially.
  • Develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives.


2. Implementation
The position holder

  •  Supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non- governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships.
  •  communicates local interests and efforts, forwards these and encourages sharing ideas and information on employment promotion for the benefit of the project/programme.


3. Knowledge management
The position holder

  •  Ensures knowledge transfer to project/programme information.
  •  Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures.
  •  Draws up reports and presentation documents.
  •  Formulates appropriate input for various project reports including annual reports and contributes to other reports required by the programme component manager and GIZ Head Office.
  •  Develops ready-to-use strategies and technical concepts.
  • Promoting dialogue among various actors among Qudra actors, government representatives, the private sector, GIZ clusters and target beneficiaries.

4. Other duties/additional tasks
The position holder

  •  Ensures compliance with security procedures and policies as determined by GIZ management.
  •  Supports the project with translation duties and any additional tasks if deemed necessary.
  •  Contributes to the development of communication material and presentation supports.
  •  Taking minutes of meetings.


C. Required qualifications, competences and experience
Qualifications

  •  BSc/MSc in education, social sciences, political sciences or an area that is related to employment promotion and vocational training.


Professional experience

  •  At least 5 years’ professional experience in a comparable position in the fields of migration, livelihood & income generation, M&E or other fields related to the position
  •  Experience in stakeholder management (government, NGOs).
  •  Strong organisational skills with attention to details and deadlines regarding effective implementation, planning, monitoring and evaluation of a project activities.
  •  Fluent written and oral knowledge of English and Arabic; working knowledge of German is an asset.
  •  Diplomatic approaches and cultural sensibility are a prerequisite.
  •  Self-reliant, proactive and responsible personality; willingness to assume additional responsibilities and develop new activities.
  • Excellent writing, presentation and communication skills.


Other knowledge, additional competences

  •  Tasks require constructive creative thinking, sometimes also conceptual initiative.
  •  Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  •  Ability and willingness to travel within Iraq including the liberated areas and the Kurdistan Region of Iraq.
  •  Team player, proactive and responsible personality, innovative and flexible to different working modes such as mobile working.
