Length of Contract: 12 months
Role of Program Officer:
The Program Officer will be part of SEED’s program team. She/he will complete program officer duties such as ensuring the programs meet donor requirements and accountability, and maintaining the grant files and supporting the Program Manager in implementing projects. She/he will also support the M&E unit by providing assistance in data collection and data management for all SEED activities through timely feedback and reporting loops. The Program Officer will report to the Program Manager, with technical supervision by the Technical Unit.
 
Specific Tasks:
 
Program Officer responsibilities (50%)
  • Assist Program Manager with all aspects of program planning, design, and implementation throughout the project cycle.  
  • Support processes between operations and program teams to ensure timely procurement, and compliance with financial record-keeping and documentation protocols.
  • Assist with grants management, including maintaining grants folder and files, ensuring compliance with donor regulations.
  • Manage reporting schedules and reporting templates in line with programmatic and donor requirements.
  • Support on-time submission of high quality donor reports.
  • Coordination and administrative support for SEED’s role as co-chair of MHPSS Working Group in Dohuk, and attend other working groups and cluster meetings and events, representing SEED programs, as needed.  
  • Contributing to the logistical planning and organization of trainings, meetings, and other events, and maintaining meeting minutes and action items.
  • Development and translation of program documents as needed.  
  • Perform other duties as necessary, as assigned by supervisor.
 
M&E Officer responsibilities (50%)
  • Support service providers in M&E data collection and reporting, including conducting assessments and surveys.
  • Assist M&E unit in development and facilitation of M&E trainings and ongoing on-the-job guidance for service providers.  
  • Monitor project activities to ensure quality interventions and adherence to minimum standards; compiling and reporting on monitoring data.
  • Facilitate and/or provide translation and record-keeping during focus group discussions and other meetings with community leaders, beneficiaries, or others.
  • Enter, clean, and organize both quantitative and qualitative data; compose reports summarizing results.
  • Regularly coordinate and collaborate with technical unit and program teams to strengthen programming and impact.
  • Perform other duties as necessary, as assigned by supervisor.
 
Essential Criteria
  • 2+ years’ experience as a Program Officer and/or in monitoring and evaluation in the humanitarian and/or development fields.
  • Proven basic skills in M&E; knowledge in mental health and psychosocial support and/or protection programming a plus.  
  • Experience working with non-governmental organizations or UN.
  • Knowledge of Microsoft Office, includes Word, Excel and Powerpoint.
  • Fluent in spoken and written English AND Kurdish and/or Arabic.
  • Strong organizational skills and ability to multitask.
  • Excellent interpersonal skills to establish and maintain strong working relationships with colleagues.
