Role of the Program Manager, Anti-Trafficking Program
The Program Manager, Anti-Trafficking Program will manage SEED's anti-trafficking programs, including prevention, partnership, and protection efforts. The Program Manager will contribute to designing and co-administer a shelter for survivors of trafficking in partnership with the Kurdistan Regional Government (KRG), to include policy and protocol development, training and management of staff, monitoring and evaluation of programs, and budget management. He/she will work to ensure program and project goals are met in accordance with program timelines and reporting is completed accurately and efficiently in alignment with donor requirements. Key responsibilities will include co-management of a team of MHPSS service providers and administrative staff operating the shelter, representation at external meetings, leading anti-trafficking prevention efforts, and maintaining a network of anti-trafficking actors, ensuring efforts are maximized through a robust partnership.
 
Specific Tasks:

Anti-Trafficking Portfolio Management (60%)
  • Lead the design process for the shelter for survivors of trafficking, in collaboration with SEED staff, external experts, and KRG stakeholders
  • Develop clear policies and procedures for shelter operation
  • Co-manage daily operations of the shelter in coordination with KRG counterpart
  • Build and maintain a robust network of quality providers to offer services to beneficiaries both within and outside of the shelter
  • Coordinate with the international community, including diplomatic missions, to promote effective protection of foreign migrants
  • Serve as case manager for trafficking cases and for difficult cases.
  • Lead strategy and development of prevention efforts, including public awareness campaigns and strategic trainings of government actors, NGOs, and others; etc.

Staff Development and Supervision (15%)
  • Assist in creating job descriptions for shelter program and recruit shelter team
  • Identify capacity building needs and evaluate staff competencies
  • Arrange and/or deliver required trainings
  • Provide ongoing supervision to direct reports
  • Create staff development plans and conduct performance reviews for direct reports

Monitoring and Evaluation (10%)
  • Support program M&E, including development of tools, to ensure that M&E systems capture accurate information and provide accurate monitoring of impact and objectives
  • Ensure all staff understand and have the capacity to follow M&E procedures
  • Management of a MHPSS database for the shelter program
  • Make recommendations for program development and course correction
  • Produce high quality reports to a variety of donors and under a variety of grants, within assigned timeframes

Finance and Administration (10%)
  • Oversee day-to-day budget and funds management under multiple grants, including making accurate projections and ensuring efficient spending in accordance with donor requirements
  • Oversee all administrative needs of shelter, in collaboration with KRG counterparts
  • Oversee logistics, including movements of teams and drivers, and ensure a procurement plan is in place

Coordination, Communications and Organizational Representation (5%)
  • Represent SEED in Cluster and Working Group meetings, with KRG and with donors 
  • Develop strategic partnerships, maintain effective relations and work closely with partners and key stakeholders 
  • Develop content and reporting for websites, newsletters, social media and occasionally work with media to promote SEED's work
  • Build and maintain a strong working relationship with government and non-government partners and represent and promote SEED’s values, work and policies in Anti-Trafficking
 
Essential Criteria
  • Masters degree in social work, international development, management, or other relevant degree
  • Five years experience overseeing anti-trafficking and/or protection programming 
  • Experience in shelter programming for at-risk populations
  • Experience providing supervision and oversight to MHPSS service providers preferred
  • Strong belief in human rights and gender equality
  • Excellent interpersonal skills, diplomacy, and persuasion skills
  • Strong ability to work independently, including ability to multitask, prioritize competing tasks, and manage time effectively
  • High standard of spoken and written English; Arabic and/or Kurdish a plus
  • Excellent computer skills 
  • Ability to work in a stressful setting and adapt quickly to changing environments
  • Willingness to live in Kurdistan Region, Iraq
