Chemonics International seeks applications from qualified candidates for multiple Procurement Officer positions for the Iraq Regional Program (IRP) based in Mosul, Iraq. IRP is a USAID project that aims to promote an inclusive and stable Iraq; assist persecuted, conflict-affected populations; and support stabilization and recovery efforts. The Procurement Officer will work with the Procurement Manager, Grants team, and Operations Manager to manage and execute the full procurement cycle. The Procurement Officer is responsible for ensuring the projects procurement activities are in compliance with USAID rules and regulations, Chemonics’ policy and procedures, and local legislation. 
 
Responsibilities include:
  • Preserve the integrity of the procurement process, including drafting project procurement documents including all solicitations, negotiation memos, consents to subcontract, and waivers.  
  • Maintain clear and concise procurement files that document project compliance with USAID rules and regulation, Chemonics policies and procedures, as well as local, third country, or US government rules that affect the procurement process.  
  • Establish clear and transparent procurement procedures. 
  • Conduct market research as required. 
  • Work directly with local, regional, or international vendors and service providers to obtain quotations and/or to initiate procurements of commodities or services. 
  • Monitor contracts and purchase orders and conduct follow-up as necessary to ensure compliance with terms and conditions.  
  • Process vouchers and payment requests 
  • Organize and participate in internal evaluation committees. 
  • Ensure project staff or the project itself does not engage in any procurement-related conflict of interests and insure the project’s procurement process is open and transparent. 
  • Assist the grants team to educate grantees on procurement issues, as needed. 
 
Qualifications:
  • A Bachelor’s degree is required. 
  • Minimum of at least two years of relevant experience, preferably working with USAID or other international-donor funded projects or NGOs in the field of subcontracts, grants, procurement, or related areas. 
  • Strong organizational, management, and administrative skills. 
  • Experience and/or good understanding of procurement procedures of international organizations.  
  • Flexibility, creativity, and the ability to maintain a rapid and demanding pace of work are also required.  
  • Must be capable of lifting and moving items with a weight of 20 Kilograms. 
  • Working proficiency in basic office computer applications including MS Word and Excel. 
  • Fluency in written and oral Arabic and English is required; Written and oral fluency in Kurdish, and other local languages is a plus, but not required.
