Jobs and Perspectives (J&P) Iraq is an innovative and sustainable programme funded by the Ministry of Foreign Affairs of the Netherlands, and with the collaboration of Erbil Polytechnic University and University of Mosul. The main aim of the programme is to improve economic inclusion of vulnerable youth in host and refugee communities, especially women, by preparing them for the job market and employment through providing market relevant education and job placements to youth with a particular focus on young women. Our approach is based on creating a pathway for the youth journey from education to decent employment or starting and growing their own businesses.
Under direct supervision of the J&P Programme Manager for Iraq, the Procurement Officer will support the implementation of country-level procurement processes and ensuring the effective and accurate financial and accounting activities for the Jobs & Perspectives Programme.
Main Tasks and Responsibilities:
The responsibilities and tasks include, but are not limited to:
Collaborates with Project team to ensure completion of procurement processes for partners and stakeholders;
Leads and manages all Tenders in Iraq in close coordination with the Program Manager; Finance Officer and local partners/stakeholders;
Supports getting the authorizations and the procurement processes for renting and equipping SPARK’s office in Mosul;
Managing procurement request/authorization processes; the bid review and selection process and purchasing, payment (in conjunction with the Finance Department), logistics planning and organization and follow-up;
Pre-qualification of suppliers as provided in the procurement policy;
Process purchase orders to acquire goods and ensure the equipment’s are delivered to the partner universities and beneficiaries on time; ensuring relevant procurement procedures have been applied and all supporting documentation is attached;
Implements anti-corruption and accountability measures for procurement in the country;
Provides Advise and/or trainings to local partners in Procurement process and procedures.
Ensures the organization's internal contract documents are accurate and well maintained
Provides supports to the project staff and partners for creating contracts;
Collects, reviews and controls compliance of all invoices with the related contracts, grants etc;
Provides technical support and/or trainings to local partners in budget preparation, forecast and revision process, reporting on these budgets, consistency and compliance, and preparation for external audits when needed;
Liaises with government authorities and partner universities and provides logistical support in coordinating deliveries of program supplies and in obtaining customs clearance for imported goods;
Prepared documentation and drafts correspondence for duty and tax exemption certificates and ensures timely submissions to the relevant government authorities;
Assist the SPARK team during major events (seminars, trainings, info sessions, workshops etc);
Any other related tasks.
Requirements and Skills
BA and/or MA in Economics, Finance/Accounting, Business, or Public Administration or equivalent. Professional accounting qualification from an internationally recognized institute of accountancy or procurement considered an asset.
At least 3 years of professional experience in large procurement processes and financial management preferably with an international organization.
Familiarity with operational systems in projects’ administration, project management, financial management and audit management within the private sector or international NGOs;
Knowledge of audit track, accounting and budgetary procedures and techniques, procurement of goods and services, stocks and assets control;
Experience with, EU PRAG Rules or equivalent procurement procedures considered an asset;
Iraqi nationality; Ability to travel and live in Erbil or Mosul, and knows Mosul’s context well.
Fluency in written and verbal English;
Arabic and/or Kurdish is desirable.
A challenging and exciting position in an international environment;
Remuneration based on experience between 1800 USD- 2000 USD gross;
Full-time contract 40h/per week with possibility of extension based on performance and available budget;
