Job Purpose:
The Procurement Coordinator is responsible for coordinating, consolidating, and ensuring smooth implementation of and adherence to HA procurement procedures and provides procurement support to all HA Projects in Iraq, as and when required.
DUTIES AND RESPONSIBILITIES:
  • Ensure that all procurement is done according to HA policies and guidelines and that the paper-trail is always intact. This includes preparation of tender documents, establishing relevant tender committees, upkeep of a suppliers list and a procurement tracker, etc.
  • Manage and oversee the purchasing process, from the needs-analysis up through the purchase contract, with strategic supply solutions to ensure optimal resource use: market research and analysis, specifications for goods and services and evaluation criteria for suppliers, document requests, a consistent and transparent tendering process, etc.
  • Work with the Logistics department to follow-up all crossing borders process to ensure that HA shipments cross the borders and are received by Field team.
  • Follow up with suppliers and contractors to ensure timely and effective supply and delivery of goods, services and works.
  • Ensure compliance with the principles, standards and policies for HA procurement, donors’ rules, and local statutory requirements.
  • Prepare monthly/quarterly reports such as: Procurement Tracker – Vendor Database – ITB/RFQs
  • Communication with relevant departments on procurement status on daily and weekly basis.
  • Any other duties assigned by the Line Manager.

Qualifications & Preferred Skills
PERSON SPECIFICATION (Education, Experience, Skills. Abilities)
Minimum Requirements:
Relevant University Degree
  • 3 years of Procurement work experience in an INGO, with increasing responsibilities and understanding of complex procurement needs.
  • Computer literate and competent with Microsoft office and other data management systems, as required.
  • Excellent verbal & oral communication skills
  • Excellent verbal and written in English
  • Arabic and/or Kurdish is a plus.
  • Flexibility and ability to work under pressure, manage time and prioritise work to deadlines.
  • Can work independently, i.e. with minimal supervision.
  • Well-developed organisational and planning skills.
  • Punctuality and respect for rules and procedures.
  • Must be able to maintain highest level of confidentiality regarding work-related information and data. 
DUTY STATION:
The position will be based in Erbil, 50% in the office and 50% in the field.
