Context
The Restoration of Peace, Livelihoods and Economic Cycles in Anbar (RePLECA) Programme is implemented by the Iraqi Ministry of Planning of Iraq and local partners with the support of GIZ, acting on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). The current program phase is from December 2019 to June 2023. RePLECA focusses on stabilizing and improving rural livelihoods for most vulnerable groups in Anbar Governorate by rehabilitating productive infrastructure, providing agricultural inputs, engaging in capacity development, facilitating access to public services and supporting local peace processes. The project’s goal is to improve livelihood perspectives in the agricultural sector along the whole value chain from seed to consumption and to contribute to peaceful coexistence between and within communities. The project follows three main objectives: • Increasing the yield of smallholder households • Promotion of employment prospects in the broader agricultural sector and in the food industry • Fostering peaceful local participation and decision-making processes with a focus on increasing the economic, social and political participation. RePLECA is partnering with international and local partners to deliver context-sensitive and tailored services. In cooperation with the Iraqi Ministry of Planning, RePLECA is working at the governmental level with the Directorate of Agriculture, Directorate of Water Resources as well as the Anbar provincial government.

A. Responsibilities
The procurement assistant is responsible for

  •  Supports the procurement processes on behalf of the Cluster “Reconstruction & Peacebuilding” for its project offices in Baghdad and Ramadi
  •  performing general clerical services
  •  assisting a specific administrative officer with his/her tasks as instructed
  •  assisting with filing documents in reference files or the Document Management System (DMS) in line with GIZ’s filing rules 

The procurement assistant performs the following tasks:

1. Clerical services

The procurement assistant

  •  ensures that the necessary office supplies are available
  •  assists with the procurement of material goods and consumables in compliance with regulations, incl. market price comparisons and obtaining quotations
  •  purchases office equipment and supplies within set value limits defined by the superior
  •  Compares delivered goods or services with the initial purchase order
  •  reports damage to the administrative officer, organises and monitors the service and repair of office equipment
  •  supports the inventory management
  •  Maintaining accurate purchase and pricing records

2. Support for administrative officers
The procurement assistant

  •  photocopies and scans documents as needed
  •  organises and compiles information materials
  •  labels files in accordance with GIZ filing rules
  •  completes forms and tables in accordance with specific instructions from the administrative manager
  •  documents service requests and enquiries


3. General tasks

  •  runs errands, e.g. paying invoices, delivering and collecting documents


4. Other duties/additional tasks
The procurement assistant

  •  performs other duties and tasks at the request of management


C. Required qualifications, competences and experience
Qualifications

  •  certificate/diploma or similar qualification from a recognised clerical college Professional experience
  •  at least 1-3 years’ professional experience in a comparable position


Other knowledge, additional competences

  •  good working knowledge of ITC technologies and computer applications (e.g. MS Office)
  •  very good knowledge of English language and fluency in Arabic
  •  Very good communication
  •  willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
