The Restoration of Peace, Livelihoods and Economic Cycles in Anbar (RePLECA) Programme is implemented by the Iraqi Ministry of Planning of Iraq and local partners with the support of GIZ, acting on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). The current program phase is from December 2019 to June 2023.
RePLECA focuses on stabilizing and improving rural livelihoods for the most vulnerable groups in Anbar Governorate by rehabilitating productive infrastructure, providing agricultural inputs, engaging in capacity development, facilitating access to public services, and supporting local peace processes. The project’s goal is to improve livelihood perspectives in the agricultural sector along the whole value chain from seed to consumption and to contribute to peaceful coexistence between and within communities. The project follows three main objectives:
Increasing the yield of smallholder households
Promotion of employment prospects in the broader agricultural sector and in the food industry
Fostering peaceful local participation and decision-making processes with a focus on increasing economic, social, and political participation.
RePLECA is partnering with international and local partners to deliver context-sensitive and tailored services. In cooperation with the Iraqi Ministry of Planning, RePLECA is working at the governmental level with the Directorate of Agriculture, Directorate of Water Resources as well as the Anbar provincial government.
In close cooperation with a peacebuilding specialist, the advisor is responsible for
Advising partners such as CCPC (Coexistence and Community Peace Committees), Local Peace Committees (LPC) and similar peacebuilding entities to enhance their capacities and competencies aiming at fostering peaceful negotiation and dialogue processes in the communities
Advising and guiding Civil Society Organisations supporting the economic, social or political participation of the population in selected communities
Advising national and local public authorities on enhancing their functional and organizational service delivery
Advising participatory processes with farmers' organizations aimed at defining joint activities to increase productivity
Managing an area of responsibility in Anbar that forms part of the RePLECA programme objectives, team agreements and/or agreements with the superior.
Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
Innovation and knowledge management
The professional advisor performs the following tasks:
Advising the partner institution(s)
assists and monitors the development and implementation of project/programme plans and activities in close consultation with counterparts in the fields of conflict transformation, peacebuilding, do no harm, participatory measures, community engagement, psychosocial support
contributes to preparing and implementing the coordination process, joint project/programme activities and work at the governorate and national level
deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the project/programme’s area of activity
develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives
Networking and cooperation
supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme
ensures knowledge transfer to project/programme information
develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
draws up reports and presentation documents
prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
assists with research activities and studies on political issues which benefit joint programmes.
The professional, advisory
assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects
compiles the relevant information for joint activities and assignments
handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting)
Required qualifications, competences and experience
masters/MSc in an area that is related to the project/programme objectives, with a focus on a relevant field such as Conflict Transformation/Peacebuilding, Social and Political Science, Social & Cultural Anthropology, Development Studies, Psychology, Education
at least 5 years’ professional experience as an advisor on social cohesion, peacebuilding, social coexistence or in a comparable position
Profound working experience with actors in peacebuilding and humanitarian aid, civil society and academia, as well as public authorities in the scope of responsibilities described
Other knowledge, additional competences
very good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
fluent written and oral knowledge of English and Arabic Language
willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
