The Restoration of Peace, Livelihoods and Economic Cycles in Anbar (RePLECA) Programme is implemented by the Iraqi Ministry of Planning of Iraq and local partners with the support of GIZ, acting on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). The current program phase is from December 2019 to June 2023.
RePLECA focusses on stabilizing and improving rural livelihoods for most vulnerable groups in Anbar Governorate by rehabilitating productive infrastructure, providing agricultural inputs, engaging in capacity development, facilitating access to public services and supporting local peace processes. The project’s goal is to improve livelihood perspectives in the agricultural sector along the whole value chain from seed to consumption and to contribute to peaceful coexistence between and within communities. The project follows three main objectives: 
  1. Increasing the yield of smallholder households 
  2. Promotion of employment prospects in the broader agricultural sector and in the food industry 
  3. Fostering peaceful local participation and decision-making processes with a focus on increasing the economic, social and political participation.
RePLECA is partnering with international and local partners to deliver context-sensitive and tailored services. In cooperation with the Iraqi Ministry of Planning, RePLECA is working at the governmental level with the Directorate of Agriculture, Directorate of Water Resources as well as the Anbar provincial government.

Responsibilities
In close cooperation with a peacebuilding specialist, the advisor is responsible for
  • Advising cooperation partners in Anbar (e.g. Committee of Dialogue and Communal Peace - CDCP, Local Peace Committees - LPCs, equivalent peacebuilding structures)
  • Advising on and implementation of Capacity Development measures for peacebuilding structures in Anbar, including the design of training measures and mentoring services
  • Providing advisory on Organisational Development for peacebuilding structures
  • Community-based and participatory planning processes for activities related to peace education, financial literacy, livelihood, agriculture, mental health
  • Enhancing peace policy competencies and dialogue spaces in Anbar Governorate
  • managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior 
  • assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups 
  • Innovation and knowledge management

The professional advisor performs the following tasks:
Tasks

The advisor
  • conducts frequent field visits and provides community outreach
  • assists and monitors the development and implementation of project/programme plans and activities in close consultation with counterparts – especially in Anbar in regard of peacebuilding structures - in the fields of conflict transformation, peacebuilding, do no harm, participatory measures, community engagement, psychosocial support
  • contributes to preparing and implementing the coordination process, joint project/programme activities and work at the governorate and national level
  • deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the project/programme’s area of activity
  • develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives 
Networking and cooperation 
The advisor
  • supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
  • communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme 
Knowledge management
The advisor
  • ensures knowledge transfer to project/programme information
  • develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • draws up reports and presentation documents
  • prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
  • Contributes to the analysis and identification of conflicts 
  • assists with research activities and studies on political issues which benefit joint programmes.
  • Coordination tasks
The professional advisor
  • Coordinates closely with the other peacebuilding advisors in Anbar and Baghdad
  • assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
  • coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects 
  • compiles the relevant information for joint activities and assignments
  • handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting) 
Required qualifications, competences and experience
Qualifications
  • Master/MSc in an area that is related to the project/programme objectives, with a focus on a relevant field such as Conflict Transformation/Peacebuilding, Social and Political Science, Social & Cultural Anthropology, Development Studies, Psychology, Education
Professional experience
  • at least 5 years’ professional experience as an advisor on social cohesion, peacebuilding, social coexistence or in a comparable position
  • Profound working experience with actors in peacebuilding and humanitarian aid, civil society and academia, as well as public authorities in the scope of responsibilities described
Other knowledge, additional competences
  • very good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office) 
  • fluent written and oral knowledge of English and Arabic Language
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
