PURPOSE OF POSITION:
The Partnerships Programme Officer is responsible for writing proposals, editing of reports, and close support to project managers. Alongside this role the PO will lead on partner vetting and macro management of partners. The role provides close coordination between WV KRI stakeholders and donors or WV HQ offices (Support Office) colleagues and will work closely with the Senior Programme Office, the DMEA Manager, and the Programme Manager. The PO is not responsible for implementing projects, but is a key advisor in helping projects be implemented well.
 
MAJOR RESPONSIBILITIES:
WV KRI Partnership Relationships and Management
  • Identify key local and international partners to improve WV KRI’s operational capabilities, reach and technical expertise.
  • Lead on partner engagement in selection and vetting processes for new projects.
  • Design, manage and monitor local NGO capacity building plans and invest in partner relationship building.
Program Design & Proposal Preparation
  • In coordination w/ SPO, develop and submit proposals to donors
  • Co-facilitate design workshops or meetings as needed to collectively plan new project designs with sector leads
  • Work with programs team and sectors leads to meet with and position with donors as needed
  • Work with various internal and external stakeholders to keep apprised of the context, needs, clusters, actors and donors related to relief in Iraq and the region.
Reporting and Coordination
  • Serve as lead liaison with support office or KRI-based donor for projects
  • Coordinate with M&E and project leads to assure monitoring and evaluation obligations are understood and implemented
  • Facilitate startup workshops for new projects to ensure project staff have all needed documentation and tools for reporting and records keeping
  • Design and support the implementation of the Programme monitoring system, including required external and internal reporting.
  • Guide Project leads or sector managers in the reporting requirements and templates. Edit and revise as needed.
  • Review all monitoring & evaluation learnings and support integration of those lessons back into projects.
Information Management
  • Maintain response project archives (saving project documents into database)
  • Compile and analyze relevant information to inform response design, programme management, operational improvement and promote learning.
  • Support programs team and Programs Manager with special projects or occasional clerical tasks as needed.
Accountability
  • Were relevant, work with project staff to address any quality issues or complaints and support community consultation and information provision mechanisms.
  • Orient and train response staff on international standards and their application
  • Ensure programming meets WV minimum quality standards and supports improvement, reflection and learning (includes RTE and Lessons Learned events).
Other
a. Attend and participate in capacity building trainings locally and internationally.
b. Attend and participate in WV’s spiritual nurture events and other organizational events
c. Safety and Security responsibilities:
  • Responsible of own security and actively contribute to a positive security culture
  • Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.
     
KNOWLEDGE, SKILLS AND ABILITIES:
  • University Bachelor degree in a field related to community development work preferably in fields such as sociology, international or political studies, humanitarian law, public health, population studies and others.
  • Master’s degree in above related fields is preferred.
  • Experience in large scale humanitarian emergencies (2-4 years)
  • Experience in managing staff partners and facilitating capacity building.
  • Excellent written and spoken English.
  • Computer literate with a high degree of proficiency and productivity.
  • Critical thinking and analytical skills
  • Good Research skills
  • Good Interpersonal and communication skills
  • Prior experience of overseeing capacity building plans of partner organizations in an INGO.
  • A high level of diplomacy and networking skills is required
  • Self-starter who can work independently under pressure
  • Completed a recognized personal security course in the past 3 years
  • Ability to travel across the border regularly for training assessment, regular monitoring and evaluation
  • Understanding of international standards including SPHERE, IYCF, emergency management, security awareness etc.
  • Strong capacity building and facilitation skills
  • Cross-cultural sensitivity, flexible world view, emotional maturity and physical stamina
  • Ability to manage work life and work without supervision
  • Ability to work in and contribute to team building environment
  • Ability to maintain performance expectations in psychologically stressful environments and physical hardship conditions with limited resources
  • Understanding of internet and email.
 
Work Environment
  • Travel domestically and internationally including to projects in high risk areas of WV programming.
