INTRODUCTION
Globally, the prevalence of fragile and conflict-affected situations (FCS) continues to rise. The number of forcibly displaced people worldwide has more than doubled since 2012, exceeding 74 million in 2018. A new report estimates that by 2030 up to two-thirds of the global extreme poor may be living in FCS, making it evident that without intensified action, the global poverty goals will not be met. This means that tackling the drivers of fragility and conflict is fundamentally important within the triple nexus space. Iraq is a diverse country with highly complex and multidimensional social divides spanning generations, religions, rural and urban groups, internally displaced people (IDPs) and host communities, and political interests. Social cohesion is fundamental to the successful functioning of societies, especially diverse ones such as Iraq. A lack of social cohesion can increase tensions among different social groups, enhance the likelihood of conflict and undermine trust in the State. Without social cohesion, it will be difficult to attain the SDGs or reach the objective of leaving no one behind.
A. PROJECT DESCRIPTION
World Vision’s Iraq is implementing a 5-year Safe Returns Project aimed at contributing towards economic recovery and resilience of vulnerable displaced populations in Ninewa governorate which is one of the most affected governorates recovering after ISIL occupation, with the highest number of extremely vulnerable returnees. WV Iraq will invest in a two-pronged approach, first, working in partnership with local NGOs, faith and community leaders and local peacebuilding actors to build their capacity on conflict preventions and support them in the facilitation of inclusive peacebuilding/social cohesion dialogue sessions in the project area, as well as facilitate community-led local level advocacy & campaigns on the key thematic area of conflict preventions and social cohesion targeting different groups. The second approach will be through targeting children and adolescents in the conflict-affected areas and partnership with schools to empower children as peacebuilders by equipping them (young women and men) to be agents of peace in their communities. WV Iraq's approach will focus on empowering them to be agents of change, healing, and peace among their peers and in their communities.
B. SCOPE OF WORK
The purpose of this consultancy is to inform the implementation of the peacebuilding and social cohesion components of the ANCP funded project that is being implemented in Ninewa Governorate by conducting a participatory conflict analysis.
The objectives of the participatory conflict analysis are:
- Identify and analyze the link between key conflict/tension drivers, gender norms, and inequality and their impact on achieving a durable solution. This should include how men, women, and youth from different backgrounds & displacement status are differently affected in the selected neighborhoods/villages and women’s participation in peacebuilding and political processes
- Undertake a gender-sensitive conflict analysis identifying the gendered nature of the causes of conflict, the gendered impact of conflict, and the gendered dimensions of peacebuilding in Ninewa Governorate.
- Identify potential opportunities for peace-building initiatives within the current programs. and delivery of conflict-sensitive programming, with a comprehensive conflict analysis report.
- To identify the stakeholders involved in peacebuilding efforts in the project areas.
C. EXPECTED OUTPUTS AND DELIVERABLES
- Inception report containing a detailed conflict analysis methodology with accompanying analysis work plan and tools focusing on a participatory process (mandatory – DNH/IPACS).
- A Draft Report containing an inventory of existing or potential conflicts, tension, identifying their types, their main causes and key factors that could help mitigate them; A more detailed inventory of key risks factors/conflicts per neighborhood/village; A comprehensive conflict analysis report that contains an in-depth examination of conflict, its characteristics, causes, dynamics and consequences for women, men, girls, boys and marginalized groups; Potential impact analysis.
- Final report: Submission of the final report in digital and hard copies after incorporating feedback.
- iv. A policy brief: This should include the findings, analysis, and recommendations.
D. DURACTION OF COTRACT
The total number of days allocated for the consultancy is up to 20 working days over the next one and half months.
E. QUALIFICATIONS REQUIRED
- Master’s degree in human rights, development studies, social sciences, or any other relevant academic qualification or an equivalent experience.
- A minimum of 5 years of progressive experience of undertaking consultancies of this kind with proven results.
- Strong demonstrated experience of gender conflict analysis approaches.
- Experience in conflict analysis and mapping and knowledge of mapping methodologies
- Experience in facilitating participatory workshops or consultations would be an added advantage
- Good knowledge and proven experience in research design, implementation and data analysis.
- Good knowledge of rights-based approaches in development
