QANDIL is a Swedish non-profit, non-political, non-religious humanitarian aid organization that was founded in 1991 in Stockholm, Sweden. Having continuously operated in the Kurdistan Region ever since, QANDIL’s main priorities of work are construction and infrastructure activities, refugee and IDP initiatives, health, water, sanitation and hygiene, and capacity building. With an annual budget of $15-$20 million, QANDIL is currently UNHCR’s biggest implementing partner in Kurdistan Region
Under the overall guidance of the Erbil Head of Office, with direct supervision from the Protection Coordinator, and in close coordination with UNHCR Erbil Office, the Outreach Project Manager will head the administration of QANDIL’s Community Based Protection Activities, managing the Outreach department including Outreach Team Leaders, Youth Operations staff, graphic design and data team, whilst providing in direct supervision to IDP, refugee, and host community Outreach Volunteers. Key responsibilities will include: assessing existing community interventions, multi-sectorial mainstreaming of community based approaches amongst various networks and partners, strengthening available community resources and capacity through the engagement of local actors, developing methodologies and tools to facilitate the orchestration of community engagement, creating platforms to ease information dissemination and foster Communication with Communities (CwC) activities and campaigns, liaise with donors, local officials, government, and various stakeholders to ensure the sustainable and community inclusive implementation of the Outreach and youth/adolescents outreach strategies, whilst providing monthly, quarterly, and annual reporting to donors
Main Duties and Responsibilities:
to gain access to useful, reliable and accurate information and analysis
Support the execution of weekly and monthly plans and oversee daily plans of Outreach Teamleaders through morning briefings and follow up
Support Outreach Team leaders with the appraisal of outreach volunteers through consultations and support meetings
Work closely with Outreach Team-leaders in the evaluation and monitoring of outreach volunteers to then feed to Outreach Project Manager
Assist the coordination with local community groups and networks in supporting the executing community based focus groups and participatory sessions with guidance from Outreach Project Manager
Assist with budget managing and progress monitoring to the assigned project components.
Act as translating co-moderator in meetings where Project manager is in attendance.
Supervise activities with Outreach Team Leader with guidance from project manager. Follow up on emails from Outreach Team leader and facilitate internal communication with Project Manager.
In collaboration with Data entry clerks and Data Management officer support the data analysis and collection as well as the management of information regarding attendance and helpline tracking coordinating with PARC when needed to then feed to the Outreach Project Manager for the creation of reports
Coordinate with team-leaders to monitor all track sheets with inter-agencies and PARC, including activity follow-up to track figures and referral activities
Provide written weekly feedback reports and updates for Outreach Project Manager and participate in daily briefings with the PM and weekly outreach team meetings.
Uphold QANDIL and UNHCR’s code of conduct, and ensure that all persons of concern are treated with dignity and respect, in accordance with humanitarian principles and human rights standards.
Conduct other duties as assigned by supervisors.
Required Qualification & Skills:
University degree in project management
A minimum of 2 years with practical experience in the humanitarian and/or development field, with at least 1 year in community based interventions.
Experience with a UN agency or INGO in a post-conflict country is required.
Experience with budget management.
Experience with project implementation.
Experience leading, motivating and managing national staff.
Languages: Fluency in Kurdish, English & Arabic.
Willingness to frequently travel to the field across the Erbil governorate within Kurdistan, Iraq
Good communication and reporting skills.
Experience in community mobilization, protection and conducting outreach activities.
Good computer skills (MS Office, including Outlook for email).
