MAJOR DUTIES AND RESPONSIBILITIES

  • Implement, oversee, manage, monitor and report on the Outreach and Communicating with Communities Project.
  • Provide strategic advice and support to team leaders and volunteers
  •  Coordinate the work of the Outreach Team Leaders and communications staff, who, in turn, willsupervise the Outreach Volunteers and support the management of community centres in theirrespective areas.
  •  Supervise and systematize the data collection process, ensuring weekly, monthly and quarterlyreporting.
  •  Support the design of communications materials, including leaflets, posters, SMS campaigns, onlineplatforms, AV tools.
  • Coordinate closely with local authorities, formal and informal, as well as refugee/IDP communityfocal points in each area, establishing and maintaining positive relationships.
  •  Organize and give trainings for Outreach Volunteers on Community-Based Protection, UNHCR’s Codeof Conduct, and Specific Needs etc.
  • Uphold QANDIL and UNHCR’s code of conduct, and ensure that all persons of concern are treatedwith dignity and respect, in accordance with humanitarian principles and human rights standards.
  •  Conduct other duties as assigned by direct supervisor.
  • Oversee, coordinate, guide, and monitor the different components of the Outreach andCommunicating with Communities Project.
  •  Maintain a presence at the cluster-level, feeding information to the clusters and simultaneouslyestablishing relations with service providers and local authorities, as part of the two-waycommunications component of CwC.
  • Establish the Dohuk-level CwC Task Force, under the Dohuk protection cluster, with support fromUNHCR. Liaise, wherever possible, with the broader KR-I CwC Task Force and partners.
  • Oversee the CSFM mechanism and support the expansion of mobile teams and help desks, and thereferral pathway system, service mapping, FAQs, community mapping that go alongside it.
  • Help strengthen the two-way communications and feedback system
  • Provide strategic advice and support to the Outreach and CwC manager, as well as the overallOutreach and CwC team.
  • Approve reporting and data analysis of project activities, and ensure standards meet donor andinternal reporting requirements.
  • Approve the design of communications materials, including leaflets, posters, SMS campaigns, onlineplatforms, AV tools.
  • Coordinate closely with UNHCR, local authorities, formal and informal, establishing and maintainingpositive relationships with project stakeholders as well as with partners and other NGOs.
  • Oversee capacity-building and training opportunities for local partners and local authorities, to helpbuild a robust communications network across the Dohuk Governorate.
  • Identify and assist in developing plans for expanding the QANDIL presence and Outreach Projects.
  • Organize and provide trainings for Outreach and CwC staff, UNHCR’s Code of Conduct etc.
  • Conduct other duties as assigned by direct supervisors.

DESIRABLE QUALIFICATIONS AND SKILLS

  • Bachelor or Master Degree in Project Management or International Studies; Swedish Humanitarian Aid Organization
  • Excellent written and spoken English skills required.
  • Minimum three years previous experience with Project Management
  • Minimum of two years’ experience of working in community based projects and/or community campaigning
  • Previous experience of managing multiple teams
  • Significant experience of reporting to UN Agency partners and/or international donors
  • Strong interpersonal and communication skills, with an ability to work with both community members as well as local authorities in a sensitive and respectful manner, and ensuring that all community members are represented.
  • Team-building skills, able to effectively mobilize, monitor and motivate both staff and volunteers.
  • Results-orientated individual, with experience in meeting donor targets while adhering to a six figure budget.
  • Fluency in written and spoken English

Necessary Attributes

  • Proven problem-solving skills required.
  • Excellent time management skills
  • Willingness to work in all areas of Dohuk Governorate.
  • Must work well within ethnically or religiously diverse groups.

Desirable Qualifications

  • Previous experience of working in humanitarian emergency situations
  • Good working knowledge of community based protection
  • Previous experience of working with volunteers
  • Academic background (or significant work experience) in social work, community services, development, law, human rights, humanitarian response, protection, or similar.
  • Previous experience in organizing and facilitating trainings is a significant asset.
  • Outgoing with effective communication skills
  • Positive, team-oriented attitude
  • Kurdish and Arabic language is an asset.
