Outreach & Communication Coordinator

Summary:
The Outreach & Communication Coordinator will work alongside the Head of field office in a similar position to support the implementation of QANDIL projects throughout the governorate. The Coordinator also will be working closely with the communities, while coordinating with government officials and any formal or informal representatives of host, refugee and/or IDP communities. 
 
Main Duties & Responsibilities: 
  • Implement, oversee, manage, monitor and report on the Outreach and Communicating with Communities Project; 
  • Provide strategic advice and support to team leaders and volunteers; 
  • Coordinate the work of the Outreach Team Leaders and communications staff, who, in turn, will supervise the Outreach Volunteers and support the management of community centres in their respective areas; 
  • Supervise and systematize the data collection process, ensuring weekly, monthly and quarterly reporting; 
  • Support the design of communications materials, including leaflets, posters, SMS campaigns, online platforms, AV tools; 
  • Coordinate closely with local authorities, formal and informal, as well as refugee/IDP community focal points in each area, establishing and maintaining positive relationships; 
  • Organize and give trainings for Outreach Volunteers on Community-Based Protection, UNHCR’s Code of Conduct, and Specific Needs etc; 
  • Uphold QANDIL and UNHCR’s code of conduct, and ensure that all persons of concern are treated with dignity and respect, in accordance with humanitarian principles and human rights standards. 
  • Conduct other duties as assigned by direct supervisor; 
  • Oversee, coordinate, guide, and monitor the different components of the Outreach and Communicating with Communities Project. Swedish Humanitarian Aid Organization 
  • Maintain a presen at the cluster-level, feeding information to the clusters and simultaneously establishing relations with service providers and local authorities, as part of the two-way communications component of CwC; 
  • Establish the Dohuk-level CwC Task Force, under the Dohuk protection cluster, with support from UNHCR. Liaise, wherever possible, with the broader KR-I CwC Task Force and partners; 
  • Oversee the CSFM mechanism and support the expansion of mobile teams and help desks, and the referral pathway system, service mapping, FAQs, community mapping that go alongside it; 
  • Help strengthen the two-way communications and feedback system; 
  • Provide strategic advice and support to the Outreach and CwC manager, as well as the overall Outreach and CwC team; 
  • Approve reporting and data analysis of project activities, and ensure standards meet donor and internal reporting requirements; 
  • Approve the design of communications materials, including leaflets, posters, SMS campaigns, online platforms, AV tools; 
  • Coordinate closely with UNHCR, local authorities, formal and informal, establishing and maintaining positive relationships with project stakeholders as well as with partners and other NGOs; 
  • Oversee capacity-building and training opportunities for local partners and local authorities, to help build a robust communications network across the Dohuk Governorate; Identify and assist in developing plans for expanding the QANDIL presence and Outreach Projects; 
  • Organize and provide trainings for Outreach and CwC staff, UNHCR’s Code of Conduct etc; 
  • Conduct other duties as assigned by direct supervisors;

Required Qualification & Skills; 
  • Bachelor Degree or MBA in Project Management or International Relation; 
  • Minimum Five years’ experience years with practical international experience in the humanitarian and/or development field, with at least 2 year in community based interventions; 
  • Experience with a UN agency or INGO in a post-conflict country is required; 
  • Experience leading, motivating and managing national staff. 
  • Fluency in English language & Arabic language is an advantage;
