The Iraq Community Resilience Initiative – Ta’afi (ICRI-Ta’afi) is a United States Agency for International Development Office of Transition Initiatives (USAID/OTI) program implemented by Chemonics International in Iraq. ICRI-Ta’afi aims to increase stability in Iraq by supporting accelerated recovery in conflict-affected areas, improvement of the public’s perception of local leadership, and strengthened the social fabric of Iraqi communities. 
Reporting
Operations Officer will report to the Operations Manager. 
Work Location
The position is based in Baghdad-Iraq.
Responsibilities: 
  • Assists the operations manager with the administration and oversight of contracts, procurement, human resource management, and office operational processes. S/he will ensure continuous liquidity for the project and investigate and identify new ways of achieving project efficiencies
  • Carries out or supervises discrete operations tasks, including assuring fair and transparent procurement processes, review of financial management, and executing banking and registration actions
  • Assures reasonable, fair, expeditious, and appropriate procurement choices were made pursuant to the contractor’s procurement guide
  • Supervises or supports as needed (if not achievable from Erbil) day-to-day field presence in West Anbar (including the project's facilities such as office space, equipment and project vehicles), administration, logistics, procurement, budgeting and financial accounting
  • Supervises the daily financial operations of the Baghdad office, including cash flow management, time sheet recording, reporting to USAID/OTI on the financial aspects of the project, and daily monitoring of obligations, budgets, and expenditures
  • Participates and provides input into the development of the program strategic framework, objectives
  • Provide coverage for Operations Manager absences as needed.
  • Other duties as assigned
 
Qualifications:
  • Recognized diploma in any discipline, but qualifications in business administration, HR or logistics would be especially valued.
  • Minimum of two years of experience in administration or project management
  • Previous experience with corporate banking, registration, and solicitation of Iraqi legal advice
  • Ability to work in a professional and cordial manner with fellow staff members, visitors, and partner institutions including international and local NGOs, governmental entities, support organizations, and the general public
  • Willingness to pivot quickly and adapt to changing demands and requirements.
  • Experience working closely with multidisciplinary teams of different staff
  • Strong interpersonal skills and ability to work with culturally diverse staff
  • Native fluency in written and oral Arabic and good working proficiency in English is required; written and oral fluency in Kurdish, and other local languages would be well regarded, but not required

Additional Information
  • Contract period: 12 Months with possibility of extension
  • Salary: The salary of this position falls under band FSN-07
  • The selected candidates will be vetted.
