Chemonics International seeks applications from qualified candidates for the position of an Operations Officer (OF). This position will be based in Erbil, with an anticipated duration of employment until September 30, 2020 with the possibility of extension. The Operations Officer will provide administrative, financial, logistical and operational support to the Finance and Operations Manager. The Operations Officer is a key member of the operations team and will work closely with all members of the team to ensure that the Erbil office runs smoothly. The position will be based in Erbil; Other duties and responsibilities as assigned by project. This position reports to the Project Manager. 
 
As an operations officer, the employee is responsible for the following principle duties and responsibilities: 
  • Assist the FOM with the administration and oversight of contracts, procurement, human resources management and office operational processes. S/he will ensure continuous liquidity for the project and investigate and identify new ways of achieving project efficiencies
  • Ensures that the programme implementation is in compliance with client regulations including fair and transparent procurement processes, review of financial management
  • Ensuring the filing and collection of staff Timesheets, Employment Agreements and archiving all related paperwork both on the project server and in hard copy
  • Providing logistical and administrative support the office space
  • Preparing payment request packages to be reviewed by the Operations and Finance Manager 
  • Any other duties assigned by the Finance and Operations Manager 
 
Required qualifications
  • Must be an Iraqi citizen, no restrictions to work in the KRI
  • Bachelor’s degree required or equivalent with professional experience 
  • 2-3 years professional experience in project administration or assistance in an international organization/NGO with the duties and responsibilities described above
  • Demonstrated honesty, integrity, and moral standards to be entrusted with proprietary and confidential business and security information
  • Demonstrated understanding of the cultural sensitivities involved in working with such a diverse region with multiple components of the Iraqi spectrum
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, strong professional judgment.
  • Demonstrated experience using Excel and Word, as well as managing databases and organizing significant amounts of information.
  • Fluency in written and oral Arabic, and English required; Kurdish and other local language proficiency is preferred, but not required.
  • Ability to report to and coordinate with multiple stakeholders, both internal and external.
