The Iraq Community Resilience Initiative – Ta’afi (ICRI-Ta’afi) is a United States Agency for International Development Office of Transition Initiatives (USAID/OTI) program implemented by Chemonics International in Iraq. ICRI-Ta’afi aims to increase stability in Iraq by supporting accelerated recovery in conflict-affected areas, improvement of the public’s perception of local leadership and strengthened the social fabric of Iraqi communities.
 
Reporting
Operations Manager will report to Chief of Party- Operations.
 
Work Location
The position is based in Erbil-Iraq.
 
Responsibilities:
  • Manages day-to-day operational field presence, including managing facilities, equipment and inventory, and regional in-country logistics
  • Receives and inspects all incoming property and reconciles against purchase orders to ensure accurate documentation and tracking, and facilitates and oversees appropriate storage and labelling of all non-expendable property
  • Manages and reconciles petty cash
  • May oversee banking and registration, liaison with local authorities, coordination with project legal advisers and accountants when directly delegated by the DCOP-Operations
  • Ensures corporate and legal policies are adhered to and operational controls are in place for procurement procedures
  • Coordinates with the program security risk manager and the IT and information security specialist to ensure that all hardware and software for office security are up to date and fully functioning
  • Works closely with the IT team to ensure that both static and mobile internet systems are in place and functioning to allow for continuous operations if the office is required to shift to a work-from-home status
  • Initiates procurement action requests for office-specific procurements
  • Can be called upon as necessary to lead logistic, administrative and financial support or surge to field-based employees
  • Supervises drivers and logistics staff and office support sub-contractors
  • Supports the program team (grants, subcontracts, and procurement) by expanding the vendors database, and sharing best practices for operations and logistics management
  • Coordinates with procurement officer to provide written information for procurement negotiation memos and relevant contract documents
  • Participates and provides input into the development of the program strategic framework, objectives, and proposes concepts for yellow light
  • Other duties as assigned
Qualifications:
  • Bachelor’s degree in a relevant field required
  • Minimum of three years in a similar role (e.g. administrative or logistics) is required
  • Experience with cash-based activities is preferred
  • Ability to work independently with minimal supervision, prioritize multiple work assignments in an extremely fast-paced environment, meet deadlines, and to exercise good, professional judgment that communicates the established message of the program.
  • Strong organizational, management, and administrative skills
  • Demonstrated working knowledge of MS Word, MS Excel, and other basic computer applications
  • Ability to communicate effectively, both verbally and in writing, and to prioritize tasks and meet deadlines consistently. An ability to multitask and work under pressure is required.
  • Strong local and surrounding area knowledge
  • Fluency in written and oral Arabic and English is required; written and oral fluency in
  • Kurdish and other local languages is a plus, but not required.

Additional Information
  • Contract period: 12 Months with possibility of extension
  • Salary: The salary of this position falls under band FSN-08
  • The selected candidates will be vetted.
