Chemonics International seeks applications from qualified candidates for the position of an Operations and Finance Manager (OFM). This position will be based in Erbil, Iraq. This position will report to the project manager and supervises the bookkeeper. 
The purpose of the OFM is to: 
  • Manage the day-to-day operations of the project office including logistics, managing facilities, equipment and inventory. Act as the first line of contact for the project office. 
  • In collaboration with the project manager and book-keeper, manages the accounting and financial records for programming and operations and keep a track of the accounting of funds for grants payments and procurements. 
  • To receive and inspect all incoming property and reconcile against purchase orders and ensure accurate documentation and tracking.
  • Ensures corporate and legal policies are adhered to and operational controls are in place 
  • Coordinates with the security manager to ensure that all hardware and software for office security are up to date and fully functioning in line with policies.  
  • In coordination with project manager, prepares monthly budget projections and wire requests for submission to the home office. 
  • Coordinates with the home office project management unit to ensure timely transfer of funds to the field office. 
  • reviews payroll, social Security, and tax payments  
  • Ensures that Chemonics’ standards of ethics and conduct are upheld throughout all aspects of the project’s financial conduct.
  • Other tasks and duties as assigned. 

The position will be based in Erbil; Other duties and responsibilities as assigned by project. This position reports to the Project Manager. 

Desired Qualifications:
  • Bachelor degree in relevant field, such as finance, commerce, or business administration, or equivalent experience. 
  • A minimum of five years of experience in financial and administrative project support.  
  • Experience working with Iraqi and KRI financial, tax, and legal requirements with a working experience on internationally funded projects.
  • Demonstrated working knowledge of accounting systems and software applications, such as ABACUS (or similar accounting softwares), MS Word, MS Excel. 
  • Ability to communicate effectively, both verbally and in writing, and to prioritize tasks and meet deadlines consistently.
  • Ability to work in a professional and cordial manner with colleagues, visitors, and the general public  
  • Fluency in written and oral Arabic and English is required; written and oral in Kurdish, and other local languages is a plus, but not required.
