A.Overall Purpose of Post
The Monitoring Expert is responsible for all M&E-related aspects and advises the Head of Program as well as the Project Managers. He or she conceptualizes data collection processes on both, the qualitative and the quantitative level and ensures the proper processing of collected information. The Monitoring Expert further ensures the monitoring of activities through field visits and the permanent communication with the Project Managers. Thus, the right candidate has to be able to handle and process big quantitative data and develop in close cooperation with other team members qualitative reports. The technical steering and the supervision of further staff of the Monitoring Unit will also be part of his or her tasks.
 
B.Tasks and Responsibilities
 1.    General Responsibilities                                                                                                     
  • Develops in cooperation with the project staff an organized data and information management system to ensure the structured organization of the collected data as well as their accessibility for further processing
  • Develops a systematic data collection system and ensures the regular collection of data
  • Prepares information as required from available sources (e.g. project implementing partners, RMO, GIZ field offices incl. Liaison Officer, direct communication with implementing partners if necessary, project data base) in a timely manner
  • Ensures that the data collection procedures are in line with GIZ regulations
  • Ensures the technical steering of personnel, which includes the organization and management of the monitoring unit.
  • Liaises with all implementing partners (INGOs, NNGOs, all Directorates) in order to ensure and follow up the organized data collection from all sources of information
  • Contributes to the preparation of sound, accurate and professional reporting (e.g. progress reports, GIZ reports, GIZ bi-weekly reports)
  • Ensures the knowledge management and capitalization of information, which includes records and filing (soft copies) of various reports and the compilation of best practices, lessons learnt etc. from various sources
  • Exchanges with other (GIZ) units working on comparable web based applications and monitoring in fragile contexts.
 
C.Required qualifications, competences and experience
General Qualifications
  • Degree in social science, political science, law, project management, computer science or related field of study.
  • At least 5 years professional experience in a field relevant to the position in a comparable position, preferably in an INGO or International Development Organization.
  • Very good command of ITC technologies
  • Excellent communication skills in English.
 
Specific Qualifications
  • Minimum 2 years’ experience with conflict sensitive data gathering, monitoring and conflict analysis.
  • Experience with developing data collection and administration systems.
  • Experience in working with multi-cultural teams.
  • Good communication and networking skills.
