The Iraq Community Resilience Initiative – Ta’afi (ICRI-Ta’afi) is a United States Agency for International Development Office of Transition Initiatives (USAID/OTI) program implemented by Chemonics International in Iraq. ICRI-Ta’afi aims to increase stability in Iraq by supporting accelerated recovery in conflict-affected areas, improvement of the public’s perception of local leadership, and strengthened social fabric of Iraqi communities. 
Purpose: The Monitoring, Evaluation, and Learning (MEL) Officer is responsible for overall monitoring, evaluation, and documentation of learning for activities under ICRI-Ta’afi. In collaboration with other colleagues within the grants management unit, the MEL Officer plays a key role, drawing on lessons learned and best practices to contribute to the development and implementation of quality activities.
Reporting:
The MEL Officer role will report to the MEL Manager and line manage Field Monitoring, Evaluation, and Learning Coordinator (FMC)
Work Location and Number of Vacancies:
The positions are based in Erbil. (1) vacancy.
Responsibilities:
  • Leads monitoring, evaluation, and learning (MEL) efforts for a designated portfolio of small grants 
  • Develops MEL plans and tests information flow mechanisms, data collection and analysis tools for assessment, monitoring, and evaluation purposes 
  • Collaborates with FMC to ensure the timely, accurate, and reliable high-quality in-person, online, and remote data collection, reporting, and analysis for pre/post-intervention assessments, activity monitoring, surveys, and evaluations using quantitative and qualitative tools
  • Liaises with FMC, program development officers, and the field team to analyze and report on emerging program trends to inform program development and create a robust feedback loop 
  • Conducts grant evaluations, identifies lessons learned, and shares relevant information with the broader ICRI-Ta’afi team to support team-wide learning
  • Contributes to program-level learning initiatives, research, data collection and analysis
  • Provides capacity building to team members and partners on monitoring and evaluation topics
  • Other duties as requested
Qualifications
  • Bachelor’s degree in a relevant field required
  • A minimum of two years of demonstrated experience in monitoring and evaluation or analysis and reporting on program impact and implementation required. Experience with donor-funded organizations preferred
  • Strong analytical and organizational skills, preferably with respect to research, analysis, and MEL
  • Demonstrated understanding of the local and regional political context, with the ability to think creatively in conceptualizing project activities and results
  • Strong working knowledge of Microsoft Office (Word, Excel, Outlook, and PowerPoint) required. Experience working with data collection software preferred. Experience working with data visualization software well regarded
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, meet deadlines, and exercise good, professional judgment
  • Ability to work in a professional manner with fellow staff members, the general public, and partner institutions, including local NGOs and governmental entities
  • Strong understanding of conflict sensitivity and “do no harm” principles
  • Fluency in written and oral Arabic and English is required; written and oral fluency in Kurdish and other local languages is desirable, but not required
  • Willingness to travel within Iraq occasionally

  • Contract period: 12 Months with possibility of extension
  • Salary: The salary of this position falls under band FSN-09
