Chemonics International seeks applications from qualified candidates for the position of Monitoring, Evaluation, and Learning (MEL) Manager for USAID-funded project. This position is long-term and based in Baghdad, Iraq. The MEL Manager will oversee the project’s MEL system while providing program and activity level analysis and impact evaluation. In coordination with project senior management, the MEL Manager will be responsible for the design and application of a broad range of MEL tools including surveys, focus groups, and other innovative tools for gathering and analyzing program information. The MEL Manager will supervise project MEL staff.   

Responsibilities include:

  • Work closely with project management and USAID to supervise the design and implementation of MEL tools, analyzing collected data to inform project design and development. 

  • Supervise MEL officers, MEL assistants, and other staff as indicated by the Chief of Party. Mentor and support MEL staff, as needed, integrating them in project development, MEL, and research functions. 

  • Assist in establishing project indicators, baselines, and targets. Periodically assist in reporting on progress toward goals and indicators.

  • Ensure that MEL team provides key impact information to inform project deliverables including indicator reporting, success stories, and periodic reports. 

  • Report on and indicator data to show program impact.  

  • Build the capacity of project staff and counterparts to understand and use MEL tools and to collect and share impact data.

  • Work with the MEL team and program staff to analyze and report on trends, lessons learned, and other factors that should better inform program development.

  • Based on the results of research into the current environment in Iraq and results of MEL activities, recommend program interventions for development and implementation. 

   

Qualifications 

  • Bachelor’s degree in a relevant field required; Master’s degree preferred. 

  • Prior experience in research, MEL, and/or related functions, with preference given to candidate with experience working on USAID projects.

  • Strong organizational, management and administrative skills, preferably with respect to research, analysis, and MEL.

  • Demonstrated analytical ability and understanding of local and regional political context, with the ability to think creatively in conceptualizing relevant interventions.

  • An up-to-date understanding and knowledge of the economic, political, and social conditions in country and the surrounding region.

  • Fluent written and spoken English and Arabic required.
