Monitoring, Evaluation, and Learning Manager

hemonics International seeks applications from qualified candidates for the position of Monitoring, Evaluation, and Learning (MEL) Manager. This position will be based in Baghdad, Iraq. The MEL Manager plays a central role in developing the project’s monitoring and evaluation (M&E) systems, ensuring appropriate data capture, and reviewing the collection of data and quality of reports as it relates to programming.
Responsibilities include:
  • Works closely with the Knowledge/Outreach Manager to supervise the design and implementation of MEL tools, analyzing collected data to inform project design and development 
  • Mentors and supports MEL staff, as needed, integrating them in activity development, MEL, and research functions.  
  • Leads the efforts of the MEL team to ensure that MEL is fully integrated into the activity development cycle 
  • Ensures that MEL team provides key impact information to inform project deliverables including success stories and quarterly and annual reports 
  • Develops and implements case studies, frameworks, cluster evaluations, and other MEL tools as needed.
  • Establishes baselines and set targets for grantee’s activities, as well as contribute to the development of indicators.   
  • Reports on and aggregates indicator data to show program impact 
  • Builds the capacity of both staff and grantees to understand and uses MEL tools and to collect and share impact data 
  • Prepares and presents monthly progress updates to the project management and staff on progress against targets, providing an opportunity for participatory approach to capitalizing on areas of strength and addressing any areas that require improvement.
  • Ensures that impact information is reported in the project dashboard, knowledge management systems, and reporting in coordination with the MEL officers and assistants across all program offices 
  • Works with the MEL team and program staff to analyze and report on trends, lessons learned, and other factors that should better inform program development 
  • Works with the program and other teams, as well as with subcontractors and/or individuals engaged on short-term assignments to provide analysis of emerging political events in Iraq and recommendations to leadership on how the project could address these events with grant or other activities 
  • Travels, as necessary and feasible, to gather reporting data and track activity implementation progress for MEL and project research purposes  
  • Leads selected program initiatives and conduct other assignments, as assigned by the Knowledge/Outreach Manager to ensure the overall successful implementation  
 
Qualifications:
  • Bachelor’s degree in a relevant field required; Master’s degree preferred 
  • At least five (5) years prior experience in research, MEL, and/or related functions, with preference given to candidates with experience working on USAID projects 
  • Strong organizational, management and administrative skills, preferably with respect to research, analysis, and MEL 
  • Demonstrated analytical ability and understanding of local and regional political context, with the ability to think creatively in conceptualizing relevant grant activities 
  • Proven knowledge of local and international NGOs and community-based organizations implementing relevant activities and programs in country, as well as key opposition institutions, actors, and stakeholders 
  • An up-to-date understanding and knowledge of the political environment and social conditions in country and the surrounding region 
  • Fluent written and spoken English and Arabic required
