Chemonics International seeks applications from qualified candidates for multiple monitoring, evaluation, and learning assistants for the Iraq Community Resilience Initiative-Ta’afi (ICRI-Ta’afi). These positions will be based in Mosul City and Ninewa Plains, Iraq. ICRI-Ta’afi is a USAID funded project that aims to promote an inclusive and stable Iraq; assist persecuted, conflict-affected populations; and support stabilization and recovery efforts. The Monitoring and Evaluation Assistant plays a support role in information capture and reporting on a wide range of ICRI-Ta’afi activities, in coordination with the MEL Officer.  Working under the supervision of the Monitoring, Evaluation, and Learning (MEL) Manager, the Monitoring and Evaluation Assistant will need to have a degree of critical thinking, independent judgment, and initiative and be expected to collaborate and coordinate with all members of the team. 
 
Location:
  • Multiple positions based in Mosul and Ninewa Plains.
 
Tasks:
  • Monitor the overall implementation of program activities by collecting data in the field and reporting at the output and outcome level in accordance with MEL plans.
  • Work closely with MEL Officer to ensure that MEL plans are executed in a timely manner.
  • Ensure timely and accurate data collection and reporting for activity monitoring, pre/post-intervention assessments, and evaluations, using quantitative and qualitative tools including but not limited to focus group discussions, key informant interviews, qualitative observation, and surveys.
  • Provide input to the MEL Officer in creating and developing tools and templates to collect and analyze data. 
  • Conduct regular field visits to program locations and activities. Draft site visit reports and share with wider team.
  • Collect, analyze, and systematize feedback on individual activities or clusters of activities.
  • Assist grantees with report preparation to ensure that reports capture results and impact, not only volume of activity.
  • Schedule, organize, and carry out the logistics of field data collection. 
  • Undertake other duties as assigned by supervisor.

Qualifications
  • A Bachelor's degree or advanced degree in a relevant field. 
  • At least one year of demonstrated experience in data collection and reporting on program impact and implementation is highly desirable. Experience with donor-funded organizations is preferable. 
  • A good working knowledge of Microsoft Office (Word, Excel, PowerPoint, and Access) is required. Experience working with data collection software favorable. 
  • Ability to work in a professional and cordial manner with fellow staff members, the general public, and partner institutions including international and local NGOs, governmental entities, and support organizations.
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, meet deadlines, and exercise good, professional judgment that communicates the established message of the program.
  • Good analytical ability and knowledge of project objectives to carry out data collection and monitoring.
  • Solid understanding of conflict sensitivity and Do No Harm.
  • Employee will be required to travel, sometimes extensively, within Iraq.
  • Fluency in written and oral Arabic is required; Written and oral fluency in Kurdish or other local languages is required. Working knowledge of English is favorable.
